2、 Shenzhen to Greece makeup shipping customs clearance documents: CPNP is the "entry ticket" to the EU market

The fundamental difference between cosmetics and general merchandise customs clearance lies in the European Union Cosmetics Notification (CPNP) - the customs online verification notification number, which is deducted if there is no number.

Step 1: Designate an EU Responsible Person (RP)

Non EU companies must designate a responsible person (manufacturer, importer, or authorized representative) within the EU. The Greek National Organization for Medicines (EOF) is the main regulatory agency, and the name and address of the responsible person must be printed on the product packaging and inspected by customs upon arrival at the port. Step 2: Obtain CPSR safety report

The responsible person logs in to the CPNP portal to submit product information (including INCI ingredients, label samples, etc.), and the system generates a unique notification number in real time. As of July 31, 2026, the number of essence allergens has increased from 26 to 82: the label, CPSR and CPNP information of cosmetics containing essence must be updated before the deadline.

3. Prohibition of restricted substances and animal testing ban: Greece strictly implements the EU list of banned substances (Annex II contains 1328 substances). The ban on animal testing is fully applicable, and since 2013, the European Union has banned the sale of cosmetics that have been tested on animals.

4. Post regulation of the Greek EOF market: Completing the CPNP notification is only the first step. The Greek National Organization for Medicines (EOF) has the authority to conduct sampling tests, and products that violate regulations face bans and fines. All technical documents must be retained for at least 10 years.
