1. List of Required Materials (to be submitted after our company's preliminary review):

-Commercial invoice+packing list: filled in English, including 6-8 digits of HS code, EORI number of both parties, CIF value. Prohibit writing vague product names such as "accessories".

-Certificate of Origin (CO or Form A).

-CE technical documentation: including LVD (EN 60335-1/2-80), EMC (EN 55014-1/2) test reports, and DoC declaration.

-EPREL energy efficiency label: Power ≤ 125W must be registered in the EU database, with a QR code of ≥ 36mm × 72mm printed on the outer box, and the energy efficiency level displayed clearly.

-RoHS report (restricting 10 hazardous substances).

-WEEE registration number (electronic waste recycling filing).

-European representative information: Non EU manufacturers must indicate the name and address of an EU authorized representative on the packaging.

-EORI number (mandatory for importers).

2. Customs clearance process (handled by our Lisbon cooperative bank):

3 weeks before departure: Assist in handling EORI (5 days), WEEE (2 weeks), and activate EPREL number.

24 hours before departure: Submit ENS through the ICS2 system, upload accurate HS code and product description. Overdue container dumping may result in fines.

3. Port declaration: Portuguese customs automatically compare EPREL QR code and CE document, and usually release within 2-3 days.

4. Tax payment and delivery: Paying customs duties (if any) and 23% VAT on behalf of others, and delivering by DPD or Portugal Post after release on the same day.

3、 Shipping packaging requirements for electric fans from Shenzhen to Portugal: moisture and pressure resistance+PPWR 2026

-The disposable non recyclable foam is prohibited, and EPE pearl cotton or pulp molding is used instead.

-Registration under the Portuguese EPR packaging law must be completed.

4、 Five easy pitfalls for shipping electric fans from Shenzhen to Portugal by sea

1. ICS2 declaration data error: If the product name is written as "household appliance" instead of "electric fan (table fan, power 50W)", it will be stuck by the system. The HS code must be precise to the last 6-8 digits (e.g. 8414.51.91). Weight errors exceeding 5% may also trigger inspection.

2. Insufficient size of EPREL energy efficiency labels: Many sellers print the QR code too small (＜ 36mm × 72mm), which leads to customs scanning failure and manual inspection, resulting in a delay of 3-5 days. Suggest using adhesive stickers to attach large-sized labels to the side of the outer box.

3. Omission of European representative information or incorrect address: Non EU companies must include the European representative name and address on the packaging. About 20% of recent cases of Portuguese customs detention are due to this reason.

4. WEEE registration ignored: Electric fans belong to electronic appliances and must complete WEEE recycling registration in Portugal (about 2 weeks). Without a registration number, you will be informed during customs clearance that a replacement is required, resulting in demurrage fees.

5. Value added tax deferral unused: If the importer has a Portuguese VAT number, they can apply for import value-added tax deferral, and do not need to actually pay 23% VAT during customs clearance.
