Italian Customs strictly follows EU customs regulations with high standards for document compliance, product certification and language requirements. 1. Required Documents for Booking (per IMDG Code)

For alcoholic perfumes (UN 1266), Italian-English bilingual MSDS, Dangerous Goods Packaging Certificate and Dangerous Goods Declaration Form are required. Goods with flash point ≤ 60°C must be declared as Class 3 Dangerous Goods. For liquid or cream cosmetics, MSDS, Italian ingredient list and Non-Dangerous Goods Appraisal Report are needed; limited quantity shipment exempts DG packaging certificate for single bottle ≤ 500ml. For powder cosmetics, MSDS, ingredient analysis sheet and anti-static certificate are required; vacuum packaging is recommended for fine powder above 100 mesh.

Key Documents Explained

MSDS (Material Safety Data Sheet) must be provided in Italian or English, with UN number and packing group clearly stated in Section 14 “Transport Information”. 

Cargo Transport Condition Appraisal Certificate is recommended issued by Shanghai Research Institute of Chemical Industry or DGM, confirming eligibility for limited quantity exemption. CPNP Registration Number is mandatory; cosmetics must be registered in the CPNP system before sale in the EU, and unregistered products will be 100% detained. 

Non-EU companies must appoint an Italian Responsible Person (RP), a natural or legal person in Italy legally responsible for product safety and label compliance.

2. Export Customs Declaration Documents

Commercial Invoice shall clearly mark FOB value and freight breakdown, with buyer/seller information, product name, quantity, unit price and total value in Italian or English. Packing List shall state gross weight, net weight, volume and quantity per package. HS Codes: Perfumes 3303.00, Lipsticks 3304.10, Other Beauty Preparations 3304.99.

3. Mandatory EU Declarations

Importer must hold a valid EU EORI number, which serves as the ID for goods entering EU customs without which clearance is impossible. ICS2 Declaration (EU Import Control System 2) shall be completed before cargo cutoff, including 6-digit HS code, detailed product description and consignee EORI number. ENS Declaration (Entry Summary Declaration) must be finished 24 hours before departure.

4. Destination Dual Customs Clearance Process

We cooperate with experienced licensed customs brokers in Italy for full handling. Qualification Verification takes 1 day to confirm importer holds valid EORI number and Italian VAT number. Document Pre-review takes 1 day to verify invoice, MSDS, CPNP registration number and other papers. Customs Declaration via Italian electronic customs system takes 2–5 days. Taxes including duties and 22% VAT will be paid on your behalf in real time. Local Italian courier or truck door-to-door delivery takes 1–2 days.

Italian VAT & Tariff Policy

VAT standard rate is 22%, calculated on CIF (Cost, Insurance & Freight) value. Customs duty ranges 5%–12% for cosmetics under corresponding HS code, with preferential rates available with FORM A Certificate of Origin. Single item value ≤ €22 is duty-free; single item value ≤ €150 is duty-free but still subject to 22% VAT. We handle full customs clearance, duty payment and delivery so clients avoid complicated procedures on their own.

III. Packaging Requirements: Classified Protection, Strict Standard Compliance

Improper packaging may cause leakage, contamination or safety hazards. Under IMDG Code regulations, cosmetics require tailored packaging based on product form. Special reminder: EU Packaging and Packaging Waste Regulation (PPWR) will fully take effect on August 12, 2026—please pay attention to relevant requirements in advance.

1. Liquid Cosmetics (Perfumes, Essences, Toners) – Four-Layer Packaging

Inner sealing: Each bottle tightly capped and fully wrapped with anti-static bubble film. Single bottle volume recommended ≤ 500ml, alcohol content generally below 70%. Leak-proof bagging: 

Wrapped bottles placed in double-layer zip-top leak-proof plastic bags. Absorption & cushioning: Sufficient absorbent materials (vermiculite, absorbent pads) inside cartons, gaps filled with air pillows. UN carton & labeling: UN-standard outer cartons required, affixed with Class 3 Flammable Liquid labels (red flame symbol) and UN number.

2. Cream Cosmetics (Facial Creams, Eye Creams, Foundations)

Inner packaging with aluminum foil bags or sealed jars to prevent oxidation. Wrapped with bubble film and shock-absorbent materials. Temperature-sensitive items equipped with gel packs and thermal liners to maintain 15–25°C.

3. Powder Cosmetics (Loose Powders, Eyeshadows, Blushes)

Anti-static aluminum foil inner bags with heat-sealing strength ≥ 40N/15mm. Vacuum filling + nitrogen replacement recommended for fine powder (above 100 mesh) to prevent oxidation and spontaneous combustion. Outer corrugated cartons to pass ISTA-3A testing (6 drops from 3 meters without leakage).

PPWR New Rules Reminder (Effective August 2026)

Packaging void ratio (packaging volume / product volume) must not exceed 50%; excessive packaging is prohibited. Total content of lead, cadmium, mercury and hexavalent chromium in packaging must not exceed 100mg/kg. Packaging materials must be labeled with material type and recycling classification information in Italian.

Packaging Taboos

Wooden pallets must bear IPPC fumigation marks, otherwise may be destroyed. Outer cartons forbidden to use red warning signs, snowflake icons or other inspection-triggering elements. All dates must use DD/MM/YYYY format (MM/DD not accepted).
