Dangerous Goods Transport Condition Appraisal: Certifies that the goods meet the requirements for dangerous goods transportation.
Dangerous Goods Packaging Certificate: Applied for at the local customs (former inspection and quarantine bureau), proving that the packaging complies with international maritime dangerous goods regulations. This is a mandatory qualification for the shipper and cannot be handled by the forwarder on behalf of the shipper.
Limited Quantity Certificate: If exported in limited quantities (single bottle ≤ 100ml, outer carton gross weight ≤ 30kg), you can apply for the LQ channel to simplify procedures and reduce costs.
Dangerous Goods Declaration: Declare dangerous goods to the maritime safety administration to obtain loading permission.
2. Export Customs Declaration Documents
Commercial Invoice: Must indicate the HS code (perfume is classified as 3303.00), FOB value, freight, and insurance premium, and be signed and stamped by the seller. Under-reporting is strictly prohibited; a deviation exceeding 5% may result in fines.
Packing List: Detailed to the gross/net weight, volume, and shipping marks of each carton (consistent with the outer packaging).

3. Destination Port Customs Clearance Preparation

Value-Added Tax (VAT): Lithuania’s standard VAT rate is 21%, calculated as (Cargo Value + Freight + Duty) × 21%.

III. Packaging Requirements for Perfume Sea Freight from Shenzhen to Lithuania: Strictly Standardized, Four-Layer Protection
Perfume is classified as UN 1266 Class 3 Flammable Liquid. Improper packaging may cause leakage, contamination, or even safety accidents. Please strictly follow the following four-layer protection system:
First Layer: Inner Packaging Sealing
Each perfume bottle must have a tightly fastened cap and be tightly wrapped with anti-static bubble film or foam to prevent loosening during transportation.
The bottle mouth can be wrapped with 3-5 layers of plastic wrap to enhance sealing.
The volume of a single piece is recommended to be controlled within a safe range; for limited quantity shipping, it is recommended that a single bottle be ≤ 100ml.
Second Layer: Leak-Proof Bag
Place the wrapped perfume bottles into leak-proof plastic bags (double self-sealing bags are recommended).
In case of accidental breakage, this layer can prevent liquid leakage and contamination of other goods.
Third Layer: Absorption & Cushioning
Place sufficient absorbent materials (such as vermiculite, absorbent pads, diatomite) in each independent box to absorb accidentally leaked liquid.
Fill the gaps in the box with air pillows or foam; the thickness of the cushioning layer is recommended to be no less than 2-3cm to ensure the bottle is fixed and does not shake inside the box.
The proportion of filling materials shall not be less than 30%.
Fourth Layer: UN-Certified Outer Carton & Labeling
Outer Carton: Must use UN-certified dangerous goods packaging boxes (marked with 4G/Y145/S/...), and the box body must be intact.
UN Mark: The outer carton must be printed with the UN mark, which is completely consistent with the information on the Dangerous Goods Packaging Certificate.
Limited Quantity Label: If shipped in limited quantities (LQ), the outer carton must be affixed with an LQ limited quantity label (white background with black diamond border), and the gross weight of each outer carton shall not exceed 30kg.
Dangerous Goods Label: Clearly affix the "Class 3 Flammable Liquid" dangerous goods label (red diamond with flame) and UN 1266 number.
Transportation Marks: Mark warning signs such as "Keep Upright", "Avoid Sunlight", and "Fragile".
Shipping Marks: Mark the destination port, bill of lading number, consignee information, quantity, weight, country of origin, etc., for easy identification.
Pallet Requirements (If Palletized)
Wooden pallets must have an IPPC-certified fumigation certificate, complying with the ISPM 15 standard.
Cargo must be neatly stacked without exceeding the edge of the pallet.
For multi-layer stacking, use packing straps to reinforce to prevent tilting during transshipment.

1. Risk of Concealing Dangerous Goods
Perfume cannot be handled as general cargo! Once inspected by the maritime safety administration or customs for concealment or underreporting, you will face not only heavy fines (usually thousands to tens of thousands of US dollars) but also possible criminal liability. Please provide true and accurate MSDS and Dangerous Goods Packaging Certificate.
2. Limited Quantity Exemption Benefits (Limited Quantities)
If your perfume is in small-capacity packaging (such as 30ml or 50ml travel size) and the inner packaging meets strict standards, you can apply for the LQ limited quantity channel.
According to the IMDG Code, if each inner package does not exceed a certain volume and the gross weight of each outer carton does not exceed 30kg, the cost of booking and warehousing is usually much lower than that of pure dangerous goods, and some routes do not require special dangerous goods ships. 90% of small and medium-sized foreign trade merchants do not know this, and thus pay expensive dangerous goods freight unnecessarily.
3. Flash Point Test
The flash point of perfume is usually ≤ 60℃, belonging to Class 3 dangerous goods. If the flash point is higher than 60℃, it may not be classified as dangerous goods, but most perfumes have a flash point between 23-60℃. Be sure to confirm the flash point information in the MSDS.
4. Declared Value & Tariffs
Lithuania’s VAT rate is 21%, and the tariff rate varies by HS code (usually 0%-10%). The declared value must be reasonable; under-reporting is strictly prohibited, and a deviation exceeding 5% may result in fines. It is recommended to check the tariff rate corresponding to the specific HS code through the EU TARIC database (ec.europa.eu/taxation_customs).
5. Free Storage Period at Destination Port
Klaipėda Port usually provides a free storage period of 3-7 days. Please communicate with the consignee in advance to avoid heavy port detention fees (usually charged per day) due to no one picking up the goods after arrival.
6. Cargo Insurance
It is recommended to purchase marine all-risk insurance to cover the risk of cargo loss or damage. The premium is usually 0.2%-0.5% of the cargo value, and the insurance coverage should include the full risk from the place of shipment to the place of receipt.
7. Wooden Packaging Requirements
If wooden pallets are used, they must have an IPPC-certified fumigation certificate; failure to affix the certificate may face fumigation fees or the risk of return of goods.
