Shenzhen/Guangzhou direct flight to Rijeka Port takes about 25-30 days, and door-to-door takes 35-50 days. One fixed price all inclusive: ocean freight, customs clearance, customs duties, 25% value-added tax, and delivery. Customs clearance requires EORI to bind Croatian VAT, prepare invoices, packing lists, bills of lading, and brand authorization letters. The label must be durable in Croatian and sewn with ATLAS silk material. Ordinary cotton or paper materials are not accepted. Brand goods can be detained by customs, and wooden pallets must undergo IPPC heat treatment. Double clearance with tax included, delivery throughout Zagreb, Split, and Dubrovnik. Worry free, save money, and be more secure!
Croatia is located on the east coast of the Adriatic Sea, and Rijeka Port is the country's largest seaport and a strategic gateway for Chinese goods to enter the Balkan and Central European markets. After officially joining the eurozone and Schengen area in 2023, Croatia's trade convenience with the EU market has greatly improved. But this market has a completely different rule from most EU countries - Croatia does not have a tariff threshold, and all imported goods, regardless of their value, must be taxed. With the cancellation of tariff exemptions for packages under 150 euros by the European Union on July 1, 2026, branding, compliance, and formal customs clearance have become the only options for exporting to Croatia. We pass these checkpoints for our customers before shipping.
1、 Shipping prices and delivery times for bags and jerseys from Shenzhen to Croatia
We are rooted in Guangzhou, Dongguan, and Shenzhen for container loading, and can handle both FCL and LCL shipments. Departing from Yantian in Shenzhen, Nansha in Guangzhou or Dongguan Port, the direct voyage to Rijeka Port takes about 25-30 days. The full container load chain takes about 35-50 days (including customs clearance and delivery), and LCL takes about 40-55 days. Croatian customs processes declarations through the HRIIS electronic customs clearance system, with a standard clearance time of approximately 1-5 days. During the peak season from June to September, cabin availability may be tight, so booking 3-4 weeks in advance is more relaxed.
The quoted price includes all costs, including sea freight, domestic trailer customs clearance, Croatian import customs clearance, customs duties, 25% value-added tax (PDV), and final delivery. It should be calculated clearly before signing the contract and no additional charges will be incurred thereafter.
2、 Tax and fee structure for shipping bags and jerseys from Shenzhen to Croatia
1. The import tariff for clothing and textiles (HS Chapters 61-62) is approximately 12%, calculated based on CIF value. The standard value-added tax rate is 25%, which is one of the highest levels in the European Union, calculated at (CIF price+tariff) x 25%. Croatia does not have a tariff threshold, and all imported goods, regardless of their value, are required to pay tariffs and 25% PDV. The comprehensive tax is about 37% (12% tariff+25% VAT). It is recommended to include all taxes and fees in the cost during the quotation stage.
2. Starting from July 1, 2026, the European Union will officially cancel the tariff exemption for imported packages below 150 euros, and Croatia will implement it simultaneously. Low value packages will be subject to a fixed tariff of 3 euros per product category. Multiple products in the same category will be charged as one category, while different categories will be taxed separately. The transition period will end on July 1, 2028.
3. VAT deferral is a cash flow tool worth paying attention to on this line in Croatia. Importers holding Croatian VAT numbers can apply for deferred import value-added tax, and do not need to pay actual taxes during customs clearance. Instead, they can declare quarterly deductions, and the released funds can be retained in business turnover. When using DDP double clearance tax service, the freight forwarder acts as the importer (IOR) to complete the administrative work of VAT deferral.
3、 Customs clearance documents and procedures for shipping bags and jerseys from Shenzhen to Croatia
1. EORI number. Croatian Customs is under the jurisdiction of the General Administration of Customs (Carina), and importers must hold a valid EORI number to clear customs. EORI application must be submitted to the competent customs, and registration is usually completed a few days before the start of customs activities. Declaration cannot be submitted without a registration number. When using DDP double clearance and tax inclusive services, the freight forwarder acts as the importer to complete EORI related administrative work.
2. Commercial invoice. It must include the names and addresses of both the buyer and seller, invoice number and date, detailed description of the goods (including HS code), quantity, unit price and total price, transaction conditions (such as CIF), and country of origin "Made in China". Invoices should avoid vague descriptions and should be specifically labeled as "100% cotton women's T-shirt". The certificate of origin (EUR. 1) must be completely consistent with the commercial invoice information.
3. Croatian language labels. Croatian law clearly stipulates that products sold in the Croatian market must have information written in Croatian and Latin letters on their packaging, labels, or the product itself, and the information must be clear, visible, and readable. Textile labels must indicate fiber composition and percentage (in descending order of weight), product name, manufacturer/importer information, and country of origin "Made in China" in Croatian. The label must be durable, firmly attached, and clearly readable.
3. Brand authorization. Croatian customs have the right to proactively detain goods suspected of trademark infringement based on their authority. Croatian customs have launched a special enforcement operation on intellectual property rights in coastal areas, and seized sports jerseys, hats, belt bags, backpacks and other goods involving multiple brands such as Armani, Louis Vuitton, Prada, Adidas, Nike, etc. A total of 19 violations were found. Brand bags and brand jerseys must be accompanied by a brand authorization letter, which must specify the authorizing party, authorized party, product scope, and validity period.
4. Destination port customs clearance process (our Croatian cooperative customs clearance agency handles the entire process):
1. EORI/VAT confirmation (before shipment): Confirm that the importer EORI is bound to Croatian VAT, and in DDP mode, the freight forwarder acts as the IOR to complete the registration
2. Pre review of documents (during transportation): Submit the complete set of customs clearance documents to the agent for early review, and complete the Croatian language compliance verification of the label content
3. ICS2 Safety Pre Declaration (Booking Stage): Ocean freight must complete the entry summary declaration and provide the EORI number
4. HRIIS electronic declaration (upon arrival at port): To submit an import declaration through the HRIIS system, an EORI number must be provided
5. Customs valuation and inspection: With complete documentation, customs clearance is usually completed within 1-5 days; In case of inspection, reserve 5-7 days
6. Tax payment release: payment of customs duties on behalf of others+25% PDV, VAT deferred to quarterly declaration
7. End delivery: Delivery throughout Zagreb, Split, and Dubrovnik
5. Customs clearance document list: original/electronic bill of lading, commercial invoice (including complete line item description and EORI code), packing list, brand authorization letter, importer EORI and Croatian VAT number, certificate of origin (EUR. 1), fumigation certificate for wooden packaging (if applicable).
4、 Six red lines for shipping bags and jerseys from Shenzhen to Croatia by sea
1. There is no tax threshold. Croatia does not have a tariff threshold, and all imported goods, regardless of their value, are required to pay tariffs and a 25% PDV. It cannot be avoided through low declaration or splitting small packages. It is recommended to fully communicate the tax sharing plan with the importer during the quotation stage.
2. EORI number is missing. Croatian customs require all importers to hold a valid EORI number in order to clear customs, and declaration cannot be submitted without a number. EORI must confirm the status is valid before shipment.
3. The label has no Croatian language annotation. Croatian law requires product labels to be written in Croatian and Latin letters, and fiber components must use standard fiber names arranged in descending order of weight. Non compliant labels will trigger compliance review by the Croatian consumer protection department.
4. The brand authorization letter is missing. Croatian customs have the right to proactively detain suspected infringing goods based on their authority, and have recently seized infringing goods such as sports jerseys and bags. The authorization letter for brand bags and jerseys must be complete, and the scope of authorization must clearly include the Croatia/EU region.
5. New tariff policy in July 2026. The tariff exemption for packages below 150 euros has been officially cancelled and replaced with a fixed tariff of 3 euros per product category. Even if the value of a single item is very low, as long as it enters the EU customs, tariffs and 25% PDV need to be paid.
6. Wooden packaging without IPPC logo. Croatia implements the EU ISPM 15 standard. Solid wood pallets and wooden boxes must undergo heat treatment (HT), with the core temperature of the wood reaching 56 ℃ for at least 30 minutes, and marked with IPPC. Wooden packaging must be peeled (DB). It is recommended to prioritize using plywood fumigation free pallets or plastic pallets.
5、 Shipping packaging requirements for bags and jerseys from Shenzhen to Croatia
1. Three layer protection: Brand bags and jerseys are of high value, and after drifting on the sea for more than 20 days and being transported in the Adriatic Sea, the packaging can withstand it.
|First layer: Inner packaging | football jersey cover with dust-proof bag folded up; Put the brand dust bag in the bag, with paper balls stuffed inside to support the shape of the bag. Don't damage the hang tag washing label|
|The second layer: filling and fixing | the box is filled with enough cushioning materials (foam, bubble film, pearl cotton), and the goods cannot be shaken in the box|
|Third layer: outer box reinforcement | cardboard box, do not use soft packaging. Single box should not exceed 30kg, and single side should not exceed 150cm. The box should be sealed with a "worker" shape and the tape should be ≥ 5cm
