Description: Andaxun specializes in shipping clothing and textiles from Guangzhou, Shenzhen, Dongguan to Japan by sea! FCL flexible shipping, direct to basic ports such as Tokyo, Osaka, Yokohama, Kobe, etc. The sea voyage from South China to Japan takes about 7-10 days, and the end-to-end door-to-door delivery time is 15-25 days. The import tariff rates for clothing and textiles in Japan vary depending on the material and HS code, mostly ranging from 8% to 12%. Starting from January 1, 2026, Japan officially cancels the consumption tax exemption policy for small packages under 10000 yen. All imported goods are required to pay a 10% consumption tax (JCT), calculated as (CIF price+customs duty) x 10%. Holders of RCEP certificates of origin can enjoy gradual tax reduction benefits, with some categories gradually reduced to 0% within 10-16 years. Clothing labels must clearly indicate the fiber composition (such as "100% cotton"), origin ("Made in China"), and washing instructions in Japanese. Double clear tax inclusive full payment of customs duties and JCT, door-to-door delivery throughout the country. The price is negotiable and the delivery time is 15-25 days. Assist you in going global in compliance and seizing the Japanese clothing market!
Japan is an important global clothing consumer market, with mature shipping routes to major ports such as Tokyo, Osaka, and Yokohama. It is the core gateway for Chinese brand clothing and textiles to enter the East Asian market. From Baiyun in Guangzhou and Humen in Dongguan to Longhua in Shenzhen, the clothing and textile industry cluster in the Pearl River Delta is constantly transporting ready to wear, fabrics, and home textile products to the Japanese market.
However, exporting branded clothing and textiles to Japan is completely different from shipping ordinary goods - starting from January 1, 2026, Japan has officially abolished the consumption tax exemption policy for imported goods under 10000 yen. The era of tax-free import of low value goods through express delivery has ended, and all goods, regardless of their value, must pay customs duties and a 10% consumption tax in accordance with the law. This means that the previous "low declaration, small package" approach is no longer feasible, and branding, compliance, and formal customs clearance for FCL/LCL have become the only options.
Andaxun International Logistics has been deeply involved in the export of clothing and textiles from Guangzhou, Shenzhen, and Dongguan for many years. We are familiar with the regulatory system of Japanese customs and provide one-stop services such as full container load (FCL)/less than container load (LCL), double clearance with tax included, and door-to-door service to help you go global in compliance and efficiently seize the Japanese clothing market.
1、 Shipping prices and delivery time from Shenzhen to Japan for branded clothing and textiles: Japan Express, one ticket, one negotiation
From Yantian in Shenzhen/Nansha in Guangzhou/Dongguan Port, to major basic ports such as Tokyo, Yokohama, Osaka, Kobe in Japan, the sea freight routes from South China to Japan are mature and stable. The voyage from port to port takes about 7-10 days, the full container load chain takes about 12-20 days (including customs clearance and delivery), and LCL takes about 14-22 days. Japanese customs use the NACCS automated customs clearance system for electronic processing, which is highly efficient. Most goods can be cleared within 1-2 days. Japan allows goods to be declared in advance within 7 days before arrival at the port, resulting in faster release speed. During the peak season (June September), cabin availability is tight. It is recommended to book 2-3 weeks in advance.
The price is negotiable, and we insist on a one size fits all package: ocean freight+domestic trailer customs clearance+Japanese import customs clearance+customs duty+10% consumption tax (JCT)+final delivery.
Core points of Japanese clothing and textile taxes and fees:
-Tariff rates: HS codes for clothing and textiles are classified under Chapter 61 (Knitted) and Chapter 62 (Woven). The import tariffs on Japanese clothing vary depending on the material and category, with a tax rate range of approximately 5% -13.4%. Japan uses the first 9 digits of the HS code, and its classification system is different from other countries.
-Consumption Tax (JCT): The standard consumption tax rate in Japan is 10%, calculated by multiplying (CIF price+customs duty) by 10%. Starting from January 1, 2026, Japan officially cancels the consumption tax exemption policy for small packages under 10000 yen. All imported goods, regardless of the amount, are subject to a 10% consumption tax.
-RCEP tariff preferences: RCEP is the first free trade agreement between China and Japan. Holders of RCEP certificates of origin can enjoy tariff reductions, and the original 8% -12% tariff on clothing and textiles will gradually decrease to 0% within 10-16 years. For example, the tariff on synthetic knitted clothing will be reduced from 10.9% to 0 over 15 years. Some companies have reduced the tax rate on products exported to Japan from 16% to 8.2% based on the RCEP certificate of origin. RCEP Certificate of Origin supports enterprises to issue their own certificates, which are issued by exporters or producers without the need for third-party certification (subject to the latest regulations of both China and Japan). The application process is more convenient and it is a necessary tax reduction document for exporting to Japan for customs clearance. It is necessary to obtain an RCEP certificate of origin to enjoy tariff reductions, otherwise full taxation will be levied at the most favored nation rate.
2、 Customs clearance documents and processes for shipping clothing and textiles from Shenzhen to Japan: the "five major checkpoints" of Japanese customs clearance
Brand clothing and textiles exported to Japan must prepare complete and compliant documents. The Japanese Customs is managed by the Tariff Bureau of the Ministry of Finance and has 9 regional customs under its jurisdiction. The customs clearance procedures are handled by a customs broker registered in Japan.
First level: Core customs clearance documents
According to the requirements of Japanese customs, the following documents need to be submitted for customs clearance:
-Commercial invoice: It must indicate the HS code (the first 9 digits of the HS code applicable in Japan), CIF value (value of goods+freight+insurance), complete product description (product name, material, style, quantity, unit price, total price), brand name, trade terms, and country of origin ("Made in China"). Abbreviations such as "CN" and "China" cannot be used, and the origin mark must be complete and clear. Prohibit vague terms such as' clothing batch 'and' textiles'.
-Packing list: It must be subdivided by style/size/item number and marked with gross weight/net weight. The mark cannot be blank.
-Original Bill of Lading: The transportation voucher must be consistent with the invoice information.
-Certificate of Origin (RCEP): A necessary document for enjoying RCEP tariff reductions. RCEP Certificate of Origin supports enterprises to issue their own certificates of origin.
-Brand Authorization Letter: Brand clothing must prepare a brand authorization letter to avoid the risk of infringement and seizure of goods.
-Fiber composition testing report: Japanese customs may require proof that the fabric material is consistent with the declaration.
Second level: Fiber composition declaration - accurate to 1% (easily overlooked)
The Japanese customs have extremely strict requirements for declaring the fiber composition of clothing and textiles
-Prohibition of fuzzy labeling: All fuzzy blended labeling is prohibited and must be accurate to 1%, with specific material proportions clearly written in descending order of content. Vague expressions such as "cotton blend" are not allowed.
-Accurate material classification: Polyester fiber 20%, cotton 80%, etc. must be accurately labeled and cannot be abbreviated.
-Declaration consistency: The fiber content must be completely consistent with the physical label and testing report. Inconsistencies between the ingredient list and the testing report may result in seizure or fines.
Level 3: Label Compliance - Mandatory Requirement of Japan's Household Product Quality Representation Act (Top Priority)
Clothing and textiles exported to Japan must be clearly labeled in accordance with the Japanese Household Goods Quality Representation Act. Products sold in Japan must also comply with the provisions of the "Improper Gift Category and Improper Representation Prevention Act".
1. Label language requirements:
-Labels must be clearly labeled in Japanese.
-Not only English or Chinese can be used, Japanese is a mandatory language requirement.
2. Label content requirements:
-Fiber composition: The fiber composition used in the product must be expressed in specified terms and the ratio of each fiber in the mixture must be expressed by mass percentage. All constituent fibers must be displayed.
-Origin: It must be clearly and correctly labeled as "Made in China" or "Made in China". Origin refers to the country where the nature of the product has undergone a substantial change.
-Washing instructions: The care mark should be indicated according to the standard JIS L 0217 "Care Labels for Textiles".
-Tagger: The name, address, or phone number of the tagger must be indicated.
3. Label format requirements:
-It must be a durability label sewn onto clothing.
-Do not use easily detachable sticker labels.
>Special reminder: Fiber composition labeling has clear legal regulations and is a mandatory audit item for Japanese customs. Goods with non compliant labels cannot be cleared smoothly.
Level 4: Brand Authorization and Hazardous Substance Control
Japanese customs have extremely strict intellectual property protection for branded products. Brand clothing requires a brand authorization letter, and unauthorized goods may face the risk of seizure. At the same time, Japan's "Law on the Control of Hazardous Substances in Household Products" requires that clothing products must not contain harmful substances (formaldehyde, dieldrin, etc.) that are harmful to human health and exceed the prescribed amount, with a permitted upper limit of 75ppm. Children's clothing must not contain any detectable concentration of formaldehyde.
Fifth level: Customs clearance process at the destination port in Japan (fully handled by our Tokyo cooperative customs clearance agency):
1. Pre departure compliance filing: Assist in preparing RCEP certificate of origin, brand authorization letter, fiber composition testing report, Japanese labels and other documents
2. Electronic pre declaration: Electronic declaration can be made through the Japanese Customs NACCS system, and goods can be declared in advance within 7 days before arrival at the port
3. Formal customs declaration: Submit a complete set of customs clearance documents including commercial invoice, packing list, original bill of lading, RCEP certificate of origin, etc
4. Customs review and inspection: Verify the compliance of HS codes, declared value, origin, and labels. The inspection rate of Japanese customs is relatively low, and goods with complete documents are generally released within 1-2 days
5. Tax payment release: Payment of customs duties and 10% consumption tax on behalf of JCT (can assist with JCT declaration), compliant release
6. End of line delivery: Japanese domestic logistics delivery to the entire region including Tokyo, Osaka, Nagoya, Fukuoka, etc
3、 Shipping packaging requirements for clothing and textiles from Shenzhen to Japan: triple protection, strict adherence to brand standards
Brand clothing and textiles belong to high-value commodities, and sea transportation requires a voyage of 12-20 days. The humidity inside the container varies greatly, and the packaging must be strictly protected from damage and moisture. Triple Protection Law:
First layer: Inner packaging protection | Each piece of clothing should be wrapped in a dust-proof bag or non-woven bag, folded neatly, and placed in the packaging bag. The brand tag and washing label should be intact. Brand packaging is an important component of product value and requires additional protection
The second layer: filling and fixing | The carton is filled with sufficient cushioning materials, such as foam plastic, bubble film, pearl cotton, etc. Ensure that all clothing is securely stored in the box and does not shake or collide during transportation
Third layer: Outer box reinforcement | Select five layer double anti corrugated cardboard boxes (brand new, sturdy, and undamaged). The box is sealed with the word "Gong" and the tape width is ≥ 5cm. The outer box is labeled with "Fragile", "Upward", "Sun Resistant", and "Keep Dry" in both Chinese and English
Wooden packaging requirements: If wooden pallets or wooden boxes are used, they must have IPPC fumigation markings (ISPM 15 standard). If the markings are unclear or missing, they will face return shipping.
1. Special requirements for Japanese labels (key focus of customs inspection):
According to the Japanese Household Goods Quality Representation Act:
-Language: Labels must be in Japanese.
-Fiber composition: The names and mass percentages of all constituent fibers must be labeled, arranged in descending order of content.
-Origin: It must be clearly labeled as "Made in China" or "Made in China".
-Washing instructions: The washing and maintenance methods must be labeled.
-Violation consequences: Failure to label in Japanese or inaccurate labeling of ingredients will result in customs clearance obstruction or product delisting.
2. Core points of packaging:
-It is recommended to control the weight of a single box within 20-25kg
-All products must be labeled "Made in China" on the clothing and outer packaging
-Suggest placing desiccants inside the box to prevent moisture
-The style number, size, color, quantity, and commercial invoice of each batch of clothing must correspond exactly
4、 Shenzhen to Japan brand clothing and textile shipping precautions: Six core compliance red lines for brand clothing and textile exports to Japan
Starting from January 1, 2026, the small tax exemption policy will be completely abolished (of utmost importance)
Starting from January 1, 2026, Japan officially cancels the consumption tax exemption policy for imported goods under 10000 yen. All imported goods, regardless of the amount, are subject to customs duties and a 10% consumption tax. It is recommended that exporters include tariffs and consumption taxes in the quoted cost in advance.
2. RCEP Certificate of Origin - Key to Tariff Reduction
Holders of RCEP certificates of origin can enjoy tariff reductions on clothing and textiles, with the original 8% -12% tariff gradually decreasing to 0% within 10-16 years. RCEP is the first free trade agreement between China and Japan, which has significant implications for Sino Japanese trade. It is necessary to obtain an RCEP certificate of origin to enjoy tariff reductions, otherwise full taxation will be levied at the most favored nation rate.
3. Fiber composition declaration - accurate to 1% (easily overlooked)
The Japanese customs have extremely strict requirements for the declaration of fiber composition, prohibiting all vague blending labeling and requiring accuracy up to 1%. The fiber composition information on invoices, labels, and testing reports must be completely consistent, and discrepancies between the composition table and the testing report may result in seizure or fines.
4. Japanese labels are mandatory requirements (easily overlooked)
The Japanese Household Goods Quality Representation Act clearly stipulates that imported product labels must be in Japanese. Using only English or other languages will be considered non compliant, and missing or inaccurate labels will result in customs clearance obstacles or product delisting.
5. Brand Authorization Letter and Hazardous Substance Control
Brand clothing requires a brand authorization letter, and unauthorized goods may face the risk of seizure. At the same time, clothing products must comply with the requirements of the "Law on the Control of Hazardous Substances in Household Products", and the formaldehyde content must not exceed 75ppm (not detectable in children's clothing).
6. Peak season and climate response
June to September is the peak season for clothing and textile shipments in Japan. It is recommended to book shipments 2-3 weeks in advance. Tokyo Port and Osaka Port operate year-round without freezing in winter. During the sea freight container voyage, there is a significant fluctuation in humidity. It is recommended to purchase additional cargo transportation insurance to ensure the safety of the goods.
