Italy, a mecca of fashion and art. From the boutique windows in Milan to the ancient streets of Florence, perfume is an indispensable fragrant symbol in Italian daily life.

However, as Class 3 Flammable Liquid dangerous goods (UN 1266), exporting perfume by sea has been a headache for many sellers — difficult booking, strict inspections, high packaging requirements and complicated customs clearance. A single mistake in any procedure may result in cargo detention at the port or even heavy fines.

With over ten years of expertise in dangerous goods transportation, Andaxun International Logistics, relying on the advantages of three major ports in Guangzhou, Dongguan and Shenzhen, has built an efficient sea freight channel for perfume from China directly to Italy.

We provide flexible options of Full Container Load (FCL) and Less than Container Load (LCL), with one-stop full-chain services including booking, customs declaration, ocean shipping, tax-inclusive dual clearance and door-to-door delivery. Your perfumes will ship smoothly and arrive fragrantly in Milan, Genoa, Naples, Rome and beyond!

I. Rate & Transit Time from Shenzhen to Italy: Quoted Per Shipment, Stable & Reliable

We understand that each client’s cargo conditions vary — volume, dimensions, packaging type, delivery time requirements and other factors all affect the final transport cost. Therefore, instead of fixed pricing, Andaxun adheres to a personalized quotation model “per shipment” to tailor the most cost-effective transport solution for you.

1. Price Advantages

  • Tailored solutions: According to your actual volume (FCL/LCL), perfume brand, alcohol content and other details, we match the most suitable shipping lines and routes for the best cost-performance plan.

  • Contract carrier resources: Long-term strategic cooperation with major carriers including COSCO, MSC, EMC, with priority access to dangerous goods space and preferential contract rates passed directly to customers.

  • Transparent with no hidden fees: Quotation includes ocean freight, port charges, documentation fees, dangerous goods surcharges, destination customs clearance and delivery fees, with every cost item clearly listed.

  • Dangerous goods surcharge explanation: As Class 3 Flammable Liquids, perfume usually incurs a DG surcharge of 20%–50% of the freight rate, which will be explicitly stated in the quotation with no hidden costs.

2. Transit Time Guarantee

Departing from Pearl River Delta ports (Yantian Shenzhen / Nansha Guangzhou / Dongguan Port) to major Italian ports (Genoa, Naples, La Spezia):

  • FCL Sea Freight: 25–30 days, mature direct routes with stable transit

  • LCL Sea Freight: 30–40 days, including origin consolidation and destination devanning

  • Full Door-to-Door: 35–45 days, including dual customs clearance and local Italian delivery

Note: Sea transit time may be affected by force majeure such as weather, carrier scheduling and port congestion; actual time depends on real-time operation.

II. Customs Clearance Documents & Process: Professional Guidance, Worry-Free Throughout

Exporting perfume to Italy requires complete and fully compliant documentation. Italian Customs imposes very strict inspections on imported cosmetics, and missing or non-standard documents are the main cause of delays. Andaxun’s professional operation team controls the whole process for you:

1. Required Dangerous Goods Documents for Booking (per IMDG Code)

In accordance with the International Maritime Dangerous Goods (IMDG) Code, the following documents are mandatory for perfume transportation:

  • MSDS (Material Safety Data Sheet): Bilingual Chinese-English version, clearly indicating flash point, UN number (UN 1266) and packing group. Goods with flash point below 60°C must be handled as dangerous goods.

  • Dangerous Goods Transport Condition Appraisal Certificate: certifying that the goods meet dangerous goods transport requirements.

  • Dangerous Goods Packaging Certificate (Result of Appraisal of Packaging for Transport of Export Dangerous Goods): proving packaging complies with international maritime dangerous goods regulations, to be applied from local customs.

  • DG Form (Dangerous Goods Declaration): required for dangerous goods declaration to the maritime authority.

  • Container Packing Certificate: verifying proper loading procedures for dangerous goods transport.

2. Export Customs Declaration Documents

  • Commercial Invoice: detailed product name, quantity, unit price and total value, with HS Code 3303.00 clearly marked.

  • Packing List: packaging quantity, weight, measurements and shipping marks.

  • Sales contract and declaration elements.

  • Certificate of Origin (FORM A): eligible for 5%–10% tariff reduction.

3. Mandatory Cosmetic Compliance Documents (EU Regulation EC No 1223/2009)

Italian Customs supervises cosmetics in line with EU Cosmetic Regulation EC No 1223/2009. The following documents must be fully prepared:

  • CPNP Registration Number: Cosmetics must be registered in the CPNP (Cosmetic Product Notification Portal) before sale in the EU; unregistered products will be detained without exception.

  • CPSR Safety Report: Cosmetic Product Safety Report certifying compliance with EU safety standards.

  • INCI Ingredient Labeling: Labels must use INCI (International Nomenclature of Cosmetic Ingredients) and include Italian text.

  • Microbial Test Report: Customs in Milan and Rome additionally require a microbial test report issued by a CMA/CNAS accredited laboratory within the past 6 months for liquid cosmetics.

4. Destination Dual Customs Clearance Process

We cooperate with experienced licensed customs brokers in Italy for full handling:

  • Qualification Verification: Confirm importer holds valid EORI number and Italian VAT number (1 day)

  • Document Pre-review: Verify invoice, packing list, MSDS, CPNP registration number, etc. (1 day)

  • Customs Declaration: Declare via Italian electronic customs system (2–5 days)

  • Tax Payment: Pay duties (5%–10%) and value-added tax (22%) on your behalf (real-time)

  • Delivery: Local Italian courier (UPS/GLS) or truck door-to-door delivery (1–2 days)

Italian VAT & Tariff Policy

  • VAT: Standard rate 22%, calculated on CIF (Cost, Insurance & Freight) value.

  • Customs Duty: 5%–10% for perfumes under corresponding HS code; FORM A Certificate of Origin qualifies for reduction.

  • Excise Duty: An additional 15% excise duty applies to high-end cosmetics.

  • Dual Clearance & Tax-Inclusive Advantage: We handle full customs clearance, duty payment and delivery; clients avoid complicated procedures on their own.

III. Packaging Requirements: UN Certified, Four-Layer Protection

Improper perfume packaging may cause leakage, contamination or even safety accidents. Under IMDG Code and ADR regulations, perfume must be packed strictly in accordance with UN 1266 standards. We recommend a four-layer packaging method:

First Layer: Inner Package Sealing

  • Each perfume bottle tightly capped and fully wrapped with anti-static bubble film or foam.

  • Single bottle volume recommended ≤500ml; under Limited Quantity (LQ) standard, no more than 0.5L per inner package.

  • Perfume alcohol content generally ranges 20%–70%; special declaration required for content exceeding 70%.

Second Layer: Leak-Proof Bagging

  • Place wrapped bottles into double-layer zip-top leak-proof plastic bags.

  • Prevents liquid spillage and cross-contamination in case of accidental breakage.

Third Layer: Absorption & Cushioning

  • Place sufficient absorbent materials (vermiculite, absorbent pads, diatomite) in each inner box.

  • Fill voids with air pillows or foam to avoid shifting and collision during transit.

Fourth Layer: UN-Certified Outer Carton & Labeling

  • Outer carton: UN-standard packaging with UN marking (e.g., 4G/Y…) printed externally, fully consistent with the Dangerous Goods Packaging Certificate.

  • Sealing: “H” type taping for firmness and security.

  • DG labels: Diamond-shaped Class 3 Flammable Liquid labels (red flame symbol) + clear UN 1266 number on each carton.

  • Handling labels: “This Side Up”, “Protect from Sunlight”, “Fragile” and other operational signs.

Pallet Requirements (if applicable)

  • Internationally standardized pallets; wooden pallets must bear IPPC fumigation marks.

  • Cargo stacked neatly without overhang, secured with non-slip mats.

  • Secured with strapping to prevent movement during transport.

IV. Important Notes: Avoid Risks, Ensure Safe Shipment

  1. Dangerous Goods Declaration & Booking

    • No concealment: Perfume must be truthfully declared as dangerous goods; misdeclaration leads to customs detention and heavy fines.

    • Advance booking: DG space is limited; book 7–10 days in advance.

    • DG cutoff: Complete dangerous goods declaration before the deadline, with Dangerous Goods Packaging Certificate and Container Packing Certificate submitted.

  2. Alcohol Content & Ingredient Limits

    • EU REACH regulations generally require perfume alcohol content <70%; special declaration required for exceeding this limit.

    • High-concentration perfumes require complete MSDS and ingredient list.

    • Special dangerous goods declaration required when alcohol volume fraction exceeds 80%.

  3. Cosmetic Compliance Certifications (Important!)

    • CPNP Registration: Must be completed in the CPNP system before shipment to obtain a registration number.

    • CPSR Safety Report: Mandatory Cosmetic Product Safety Report; failure to provide may result in detention or return.

    • INCI Labeling: EU requires INCI nomenclature on labels, which must also include Italian.

    • Chinese Label Filing: Chinese label review and filing must be completed.

  4. Italian Customs Special Tips

    • Invoice value: Declare truthfully at market value; false declaration over 50% will trigger intensive customs inspection.

    • Declaration deadline: Complete declaration within the specified time after arrival; overdue demurrage approx. €120 per day.

    • Label language: Italian Customs requires product labels to include Italian information.

    • Inspection rate: Cosmetics face relatively high inspection rates; buffer time of 3–5 working days recommended.

  5. Packaging & Labeling Rules

  • Outer cartons must be UN-certified dangerous goods packaging.

  • Labels: Class 3 Flammable Liquid marks, UN 1266 number, “This Side Up” and “Protect from Sunlight” labels must be affixed.

  • Shipping marks: Correct shipping name and consignee information must be shown; technical name required if N.O.S. description is used.

  1. Peak Seasons & Timing

    • Italian logistics peak: October–December (Black Friday & Christmas); plan cargo 30 days in advance.

    • High summer temperatures may affect perfume transport safety; avoid loading during extreme heat periods.

  2. Common Mistakes to Avoid

    • Treating perfume as general cargo without dangerous goods declaration.

    • Missing MSDS or Dangerous Goods Packaging Certificate, causing booking failure.

    • Insufficient cushioning for glass bottles leading to breakage and leakage.

    • Incorrect HS code resulting in detention or fines.

    • Failure to complete CPNP registration in advance, causing destination clearance failure.
