Cyprus is located in the eastern Mediterranean, and Limassol Port is one of the busiest ports in the Eastern Mediterranean. It is also a key node for Chinese goods to enter the Southeast European and Middle Eastern markets. The EU tariff exemption policy for 2026 has officially ended. Starting from July 1st, low value packages sent from non EU countries to Cyprus will be subject to a fixed tariff of 3 euros per product category, completely ending the "low declaration, small package" process. Compliance and formal customs clearance have become the only options.
Andaxun International Logistics has been deeply involved in the export of clothing and textiles from Guangzhou, Shenzhen, and Dongguan for many years. We are familiar with the regulatory system of the Cyprus Customs Department and provide one-stop services such as full container load (FCL)/less than container load (LCL), double clearance and tax inclusive, and door-to-door service to help you go global in compliance and seize the Eastern Mediterranean clothing market.

2、 Shenzhen to Cyprus Brand Clothing and Textile Shipping Customs Clearance - Cyprus Customs Clearance "Four Musts"
Requirement 1: EORI number - customs clearance admission ticket (one cannot be missing)
Cyprus is a member state of the European Union, and importers must hold a valid EORI number. Commercial invoices must include the importer's VAT and EORI numbers. The declared value of ≥ 22 euros must provide the recipient's EORI code in the invoice. Without a number, customs clearance is not possible.
Requirement 2: Commercial Invoice - "Most Important Document" (Invoice must include VAT and EORI numbers)
Cyprus Customs has the strictest invoice review, which is the most critical document in customs clearance:
-It must be issued in the name of the importing company and must include VAT and EORI numbers
-HS code (Chapters 61-62), CIF value, complete and clear product description (general terms such as "clothing batch" are prohibited), brand, trade terms, and country of origin ("Made in China") must be indicated
-Fuzzy description is the most common reason for customs clearance delays
Requirement 3: Greek label - mandatory requirement (easily overlooked)
According to the EU Textile Labeling Regulation (EU 1007/2011):
-Language: Labels must be in Greek, only in English is not compliant
-Content: The fiber composition and percentage, country of origin ("Made in China"), product name, ingredients, and net content must be indicated
-Format: Greek translation can be attached using adhesive labels, but approval from the Cyprus Ministry of Commerce, Industry and Tourism is required
-Violation consequences: Non compliant labels will result in customs clearance obstruction or product delisting
Requirement 4: Certificate of Origin - Key to Enjoying Preferential Tariffs (easily overlooked)
If you wish to enjoy preferential tariffs, you must provide an EUR1 certificate, a REX declaration, or a supplier's declaration of origin. The HS code, goods description, and country of origin of the certificate of origin must be completely consistent with the commercial invoice. Meanwhile, textiles with a value exceeding 22 euros must provide a certificate of origin, otherwise they may face detention.
3、 Shipping packaging requirements for clothing and textiles from Shenzhen to Cyprus: triple protection
Brand clothing is a high-value commodity that requires a shipping journey of 30-45 days by sea. The packaging must be shockproof, moisture-proof, and pressure resistant.
Triple protection method: Each piece of clothing should be wrapped in a dust-proof bag and folded neatly (inner layer) → the cardboard box should be filled with sufficient cushioning material (middle layer) → five layers of double anti corrugated cardboard box, sealed with a "H" letter, and tape ≥ 5cm (outer layer). The outer box is labeled with "Fragile", "Upward", and "Keep Dry" in Chinese, English, and Greek. Wooden packaging must have an IPPC fumigation label. Single box ≤ 25kg; desiccant should be placed inside the box to prevent moisture.
4、 Five compliance red lines for shipping clothing and textiles from Shenzhen to Cyprus
1. EU tariff exemptions will be lifted from July 1, 2026 (cost core)
The EU has cancelled the 150 euro tariff exemption and imposed a fixed tariff of 3 euros per product category on low value packages. Multiple items of the same category will be charged as one item (3 euros), while different categories will be taxed separately. Transition period until July 1, 2028. Suggest shifting to full container/LCL DDP mode in advance to dilute costs.
2. Greek labels are mandatory requirements (easily overlooked)
Cyprus requires labels to be in Greek, and using only English is not compliant, which will result in customs clearance obstacles.
3. Invoices must include VAT and EORI numbers (Cyprus specific requirements)
Commercial invoices must be issued in the name of the importing company and must include VAT and EORI numbers. The product description must be clear and complete. Incomplete information is the most common reason for customs clearance delays.
4. EORI Number - Customs Clearance Admission Ticket
Importers must hold a valid EORI number and provide the recipient's EORI code in the invoice for amounts ≥ 22 euros.
5. Certificate of Origin - Essential Documents
Textiles with a value higher than 22 euros must provide a certificate of origin (EUR1/REX), and the description must be completely consistent with the invoice.
