Description: Andaxun specializes in shipping branded clothing and textiles from Guangdong, Shenzhen, Dongguan to Saudi Arabia by sea! Flexible full container load (FCL) shipping, directly to Jeddah, Dammam, and Riyadh ports. The import tariff for clothing and textiles is basically levied at 5% of the CIF value, plus a 15% value-added tax (VAT). Exporting to Saudi Arabia requires obtaining SABER certification (PCoC+SCOC dual certification), and without certification, customs clearance is not possible. Clothing labels must include Arabic fiber composition, origin "MADE IN CHINA", size, and washing instructions. Commercial invoices, packing lists, original bills of lading, SABER certificates, certificates of origin and other documents are required for customs clearance. Double clear tax inclusive full payment of customs duties and VAT, door-to-door delivery throughout the country. The price is negotiable, and the shipping time for the entire chain is 30-45 days. Help you go global in compliance and seize the Middle East clothing market!
Saudi Arabia is the largest economy in the Middle East, with an annual clothing and textile market size exceeding $5 billion. More than 90% of Saudi Arabia's clothing and textiles come from China, making it one of the most promising markets for Chinese clothing exports. From Baiyun in Guangzhou and Humen in Dongguan to Longhua in Shenzhen, the clothing and textile industry cluster in the Pearl River Delta is constantly transporting ready to wear, fabrics, and home textile products to the Saudi market.
However, exporting branded clothing and textiles to Saudi Arabia is completely different from shipping ordinary goods - Saudi customs is known for its strict document review, high label compliance requirements, and unique certification system. Starting from January 1, 2025, all goods exported to Saudi Arabia must apply for PCoC and SCoC certificates through the SABER system. Certificates applied for upon arrival at the port will be considered invalid.
Andaxun International Logistics has been deeply involved in the export of clothing and textiles from Guangzhou, Shenzhen, and Dongguan for many years. We are familiar with the regulatory system of Saudi Arabia Customs and provide one-stop services such as full container load/consolidation, double clearance and tax inclusive, and door-to-door service to help you go global in compliance and efficiently seize the Middle East clothing market.
1、 Shenzhen to Saudi Arabia branded clothing and textile sea freight prices and delivery time: Jeddah/Dammam dedicated line, one ticket, one negotiation
From Yantian in Shenzhen/Nansha in Guangzhou/Dongguan Port, to major ports such as Jeddah Islamic Port and King Abdulaziz Port in Saudi Arabia, the shipping route from South China to Saudi Arabia is mature and stable. The full container load chain takes about 30-45 days (including customs clearance and delivery), and LCL takes about 35-50 days. During the peak season (June September), cabin availability is tight. It is recommended to book 3-4 weeks in advance.
The price is negotiable, and we insist on a one size fits all package: ocean freight+domestic trailer customs clearance+Saudi import customs clearance+import tariffs+15% value-added tax (VAT)+final delivery.
Core points of Saudi clothing and textile taxes: As a member of the Gulf Cooperation Council (GCC), Saudi Arabia implements the GCC Common External Tariff System
-Import tariffs: The tariffs on the vast majority of clothing, shoes, hats, and textile products are levied at 5% of the CIF dutiable value (value of goods+freight+insurance). The HS code for clothing is mainly classified in chapters 61-62, and the tariff rate is generally between 5% and 12%. Some woven clothing may be classified under higher tax brackets.
-Value added tax (VAT): The standard VAT rate in Saudi Arabia is 15%. Value added tax is calculated at (CIF price+customs duty) x 15%.
-SABER certification fees: The PC certificate platform fee is approximately 575 Saudi Riyals (SAR), and the SC certificate platform fee is approximately 402.5 Saudi riyals per batch.
-Importer Qualification: All importers must register an account on the SABER platform, and only importers are eligible to register.
Importing clothing and textiles from China to Saudi Arabia incurs a comprehensive tax rate of approximately 20% (customs duty 5%+VAT 15%). It is recommended that exporters include all taxes and fees in the quoted cost in advance.
2、 SABER certification for shipping customs clearance of branded clothing and textiles from Shenzhen to Saudi Arabia - the "passport" for Saudi customs clearance
SABER is an online certification system launched by the Saudi Arabian Standards Organization (SASO), and all controlled products exported to Saudi Arabia must apply for certification through the SABER platform. Starting from January 1, 2025, all goods exported to Saudi Arabia must submit an application through the SABER system and obtain PCoC and SCoC certificates.
SABER certification is divided into two stages and requires the application of two types of certificates:
1. PCoC (Product Compliance Certificate) - Product Access Certificate
-Validity period: usually 1 year
-Subject of processing: The Saudi importer submits a product information application on the SABER platform. Only importers are eligible to register an account on the SABER platform
-Required documents: Product testing report (issued by a third-party laboratory accredited by SASO), product label (bilingual in Arabic and English), manufacturer qualifications, product photos
-Cost: Platform fee of approximately 575 Saudi Riyals
-Audit cycle: 5-7 working days
2. SCoC (Certificate of Conformity for Shipment) - Batch Customs Clearance Certificate
-Validity period: Single time validity, apply separately for each batch of goods
-Application time: The application must be completed before the goods arrive at the port
-Process: The importer submits an SC application in the SABER system, the system verifies the validity of the PC certificate, and issues it after paying the fee
-Cost: Platform fee of approximately 402.5 Shatrial per batch
-Audit cycle: 1-2 working days
>Special reminder: The SC certificate applied for upon arrival at the port will be considered invalid, and the goods cannot be cleared through customs, which may result in additional fees such as fines, detention fees, or demurrage charges. Without an SCoC certificate, the clothing cabinet cannot be loaded at the port, and the demurrage fee is ten times more expensive than the certificate fee.
3、 Customs clearance documents and processes for shipping branded clothing and textiles from Shenzhen to Saudi Arabia: the "four major checkpoints" of Saudi customs clearance
Brand clothing and textile exports to Saudi Arabia must prepare complete and compliant documents. Saudi Customs conducts joint verification with SABER system through FASAH Customs Single Window.
First level: Core customs clearance documents. According to Saudi customs requirements, the following documents need to be submitted for customs clearance:
-Commercial invoice: must indicate the 12 digit new HS code, CIF value (value of goods+freight+insurance), complete product description (product name, material, style, quantity, unit price, total price), brand name, trade terms, and country of origin ("Made in China"). Material and usage instructions must be attached. Prohibit vague terms such as' clothing batch 'and' textiles'.
-Packing list: detailing the gross/net weight, volume, packaging type, and markings of each box. When mixing multiple SKUs, they must correspond one-to-one with the SCoC declaration.
-Original Bill of Lading: The transportation voucher must be consistent with the invoice information.
-SABER certificate: PCoC certificate (within validity period)+SCOC certificate (for this batch).
-Certificate of Origin (CO): A necessary document to prove the origin of goods. Must be authenticated by the Saudi Embassy in China.
-Brand Authorization Letter: Brand clothing must have a brand authorization letter, and unauthorized goods may face the risk of seizure.
-Product testing report: must be issued by a third-party laboratory accredited by SASO.
-Product Declaration Form (MOCI): Starting from June 18, 2026, some textiles must be accompanied by a SASO approved product declaration form when applying for SC certification.
Level 2: 2026 HS Code Update - Code Mismatch Rejected Directly
Starting from January 1, 2026, the Saudi SABER platform has adjusted some customs tariff codes, involving multiple fields such as textiles, building materials, and electronic appliances. Some old codes have been deleted, replaced, or further refined.
Core requirements of the new regulations:
-All certificate applications must use the 2026 new 12 digit HS code
-There may be risks such as platform information mismatch, certificate application return, and inconsistent customs clearance information when applying for PCoC/SCOC with old codes
-The certificate information must be consistent with the product name, specifications, brand, and HS code in the invoice, packing list, bill of lading, and customs declaration documents
-It is recommended to review the current 12 digit HS code in Saudi Arabia with the importer and customs clearance agent before shipment
Third level: Label compliance - Saudi Arabia's strictest mandatory requirement
Saudi Arabia has stricter requirements for clothing and textile labeling than the vast majority of countries, and the enforcement efforts have been increasing year by year.
1. Label language requirements:
-Fiber components must be labeled in Arabic, which is a mandatory requirement and not a recommendation
-Cleaning, drying, ironing, dry cleaning and other maintenance instructions should also be accompanied by Arabic language
-Customs directly determines non-compliance with labels in pure English or Chinese
-Arabic as the main language and English as a supplementary bilingual annotation is required
2. Label content requirements:
-Fiber composition: arranged in descending order of content, with an error not exceeding 5%
-Country of Origin: Clearly labeled "MADE IN CHINA"
-Washing instructions: Arabic version is required
-Size information: It is recommended to label the sand size comparison
-Manufacturer/Importer Information
-Do not label misleading information to consumers
3. Label format requirements:
-Must be a durability label (water wash label) sewn onto clothing
-Prohibit the use of easily detachable sticker labels
>Special reminder: Ingredient labeling has clear customs requirements and is a mandatory audit item under SASO certification and SABER customs clearance system. Goods with non compliant labels cannot be cleared smoothly. If the fiber composition does not match the testing report, the goods will be confiscated for rectification, or the entire batch will be destroyed.
4. Religious and cultural taboos (untouchable red lines):
-Clothing styles and patterns must respect local culture and religious customs
-Women's clothing should not be too revealing, and fabrics should not be too translucent
-Religious sensitive elements such as pigs, alcohol, crosses, and Buddha statues are strictly prohibited
-Prohibit the use of stamps containing offensive text or controversial political symbols
Fourth level: Saudi Arabia destination port customs clearance process (our Jeddah cooperative customs clearance agent will handle the entire process):
1. Compliance filing before departure: Confirm that the importer has registered a SABER account, assist in preparing product testing reports, PCoC certificates, certificates of origin, brand authorization letters, bilingual labels in Arabic and English, and other documents
2. PCoC application (1-2 weeks before the first shipment): The importer submits product information and test reports on the SABER platform and applies for a PCoC certificate
3. SCoC application (completed before each shipment and arrival of goods at the port): apply for SCoC certificate associated with PC certificate
4. Export customs declaration: synchronous operation to ensure complete documents
5. Sea freight to major ports in Saudi Arabia, such as Jeddah/Dammam, with a voyage of approximately 30-45 days
6. Saudi Arabia's double clearance tax payment: SABER certificate and document pre-approval, formal customs declaration through FASAH customs system, payment of 5% customs duty and 15% value-added tax on behalf of others, compliant release
7. Delivery throughout Saudi Arabia: Riyadh, Jeddah, Dammam, Mecca, Medina, and other locations
>Customs clearance reminder: The inspection rate of Saudi customs is relatively high, and goods with complete documents usually take 2-5 days to complete customs clearance.
4、 Shipping packaging requirements for Shenzhen to Saudi Arabia branded clothing and textiles: triple protection, suitable for high temperature climate
Brand clothing and textiles are high-value commodities, and sea freight requires a voyage of 30-45 days. Saudi Arabia has a tropical desert climate with high temperatures and dryness. The temperature inside the container is relatively high, and the packaging must be strictly protected from damage and moisture. Triple Protection Law:
First layer: Inner packaging protection | Each piece of clothing should be wrapped in a dust-proof bag or non-woven bag, folded neatly, and placed in the packaging bag. The brand tag and washing label should be intact
The second layer: filling and fixing | The carton is filled with sufficient cushioning materials, such as foam plastic, bubble film, pearl cotton, etc., to ensure that all clothes are fixed in the box
Third layer: Outer box reinforcement | Select five layer double anti corrugated cardboard boxes (brand new, sturdy, and undamaged). Full container transportation usually requires palletizing. The "Gong" character is used to seal the box, and the tape width is ≥ 5cm
Wooden packaging requirements: If wooden pallets or wooden boxes are used, they must have IPPC fumigation markings (ISPM 15 standard). If the markings are unclear or missing, they will face return shipping.
1. Special requirements for Saudi labels and packaging (key focus of customs inspection):
According to SASO regulations of the Saudi Bureau of Standards:
-Origin label: All products must be clearly and permanently labeled with "MADE IN CHINA" on the product body or independent packaging
-Language requirements: Warning signs, user manuals, safety information, etc. must be in Arabic (Arabic English bilingual is acceptable, but not only in English)
-Transportation labels such as "Fragile", "Upward", "Moisture proof" should be in both Arabic and English
-Additional requirements for textiles: The label must include fiber composition (in Arabic), country of origin, washing instructions, and size
-Packaging materials: must be non-toxic and environmentally friendly
2. Core points of packaging:
-It is recommended to control the weight of a single box within 20-25kg
-All products must be labeled "Made in China" on the clothing and outer packaging
-Saudi Arabia is experiencing high temperatures and dryness, resulting in high temperatures in sea freight containers. It is recommended to purchase additional cargo transportation insurance
-The style number, size, color, quantity, and commercial invoice of each batch of clothing must correspond exactly
5、 Notes on Shipping Brand Clothing and Textiles from Shenzhen to Saudi Arabia: Six Core Compliance Red Lines for Exporting Brand Clothing and Textiles to Saudi Arabia
1. SABER certification - must be completed before the goods arrive at the port
Starting from January 1, 2025, all goods exported to Saudi Arabia must obtain PCoC and SCoC certificates through the SABER system. The SC certificate must be applied for before the goods arrive at the port. Certificates applied for upon arrival at the port will be considered invalid. Without an SCoC certificate, clothing cabinets cannot be released upon arrival at the port.
2. 2026 HS Code Update - Code Mismatch Rejected Directly
Starting from January 1, 2026, the Saudi SABER platform has adjusted some customs tariff codes, involving multiple fields such as textiles. If related products continue to use the old HS code to handle PCoC/SCOC, there may be risks such as platform information mismatch, certificate application return, and inconsistent customs clearance documents. It is recommended to review the current 12 digit HS code of Saudi Arabia with the importer before shipment.
3. Arabic labels are mandatory
The Saudi Arabian Standards Organization (SASO) specifies that all imported clothing must indicate fiber composition on the product itself or durability label, and must be in Arabic. Only printing labels in English or Chinese will result in customs directly determining non-compliance. The washing instructions should also be accompanied by Arabic. It is recommended to design bilingual labels in Arabic and English during the typesetting stage and seek professional translation review.
4. Importer SABER account - Exporter cannot register on their own
Only importers can open accounts on the SABER system. Exporters must first confirm that the Saudi customer has registered an account on the SABER platform when negotiating orders, otherwise the certification process cannot be initiated.
5. Consistency between Fiber Composition and Declaration - Key Customs Verification
Saudi Customs focuses on reviewing whether the product type, country of origin, and material/fiber content on the label are consistent with the product. The error in fiber composition content cannot exceed 5%. The fiber composition information on invoices, labels, and test reports must be completely consistent, otherwise there is a risk of seizure and rectification.
6. Peak season and climate response
June to September is the peak season for clothing and textile shipments in Saudi Arabia. It is recommended to book shipments 3-4 weeks in advance. Jeddah Port and Dammam Port operate year-round. Saudi Arabia has a tropical desert climate with high temperatures and dryness, and the temperature of sea freight containers is relatively high. It is recommended to purchase additional cargo transportation insurance.
