2、 Shenzhen to Finland cosmetics sea clearance documents: CPNP is the "passport" for the EU market

The fundamental difference between cosmetics and general merchandise customs clearance lies in the European Union Cosmetics Notification (CPNP) - the customs online verification notification number, which is deducted if there is no number. Three steps of compliance:

1. Designated EU Responsible Person (RP): Non EU companies must appoint a responsible person within the EU. The Finnish Chemical Safety Agency (Tukes) is the regulatory agency, and the name and address of the responsible person must be printed on the product packaging. Starting from 2026, RP will be responsible for real-time updates of PIF and CPSR. Our company can assist in connecting with compliance service providers.

2. Obtain CPSR safety report: signed and issued by a toxicologist recognized by the European Union, including formula physical and chemical data (Part A) and risk assessment conclusions (Part B). It is recommended to start 3 months in advance.

3. CPNP system notification: The responsible person logs in to the CPNP portal to submit product information (including nanomaterials, which must be separately notified 6 months in advance), and the system generates a unique number in real time. This registration is universal across Europe.

3、 Shipping packaging requirements for cosmetics from Shenzhen to Finland: leak proof and shatterproof, with three layers in place

2. Bilingual labels are a hard barrier（ ⚠️  Easy to overlook): The simultaneous use of Finnish and Swedish is a legal requirement, and the label must include the product name, INCI ingredient list, net content, shelf life, responsible person information, and country of origin. Using only English or any monolingual language directly does not comply.

3. 25.5% Value Added Tax Management: Finland has one of the highest VAT rates in the European Union, which puts significant financial pressure on customs clearance. If there is a tax number, it is necessary to apply for deferred payment. If it is not paid during customs clearance, it will be deducted quarterly.
