Please book space 2–3 weeks in advance during peak seasons from September to December. Bulgaria’s VAT rate is 20%, which is relatively low within the EU. Tariffs are levied according to HS codes, with an average rate of approximately 2.8%.
II. Customs Clearance Documents & Procedures
Three essential certificates are mandatory
The core of hot pot base customs clearance lies in ingredient traceability and safety certification. Andaxun assists you in preparing the following key documents:
Required Documentation for Hot Pot Base Sea Freight to Bulgaria
Veterinary Health Certificate: Mandatory for products containing beef tallow or beef bones, certifying the safety of animal-derived materials.
Phytosanitary Certificate: Mandatory for products containing plant-based ingredients such as mushrooms, chili peppers and Sichuan peppercorns.
Sanitary Certificate: Issued by Chinese entry-exit inspection and quarantine authorities, confirming compliance with the hygiene standards of the importing country.
Ingredient Analysis Report: Detailed breakdown of specific ingredients and their proportions, including beef tallow content, capsaicin content and types of preservatives.
Non-GMO Certificate (English version): A mandatory requirement for the EU market.
Certificate of Origin (CO or Form A): Used for tariff preferences.
Production Enterprise Registration Certificate: A compulsory qualification for food export enterprises.
HS Code Notice: Hot pot base is generally classified under 2103.9090 (condiments). Products with a high meat content may fall under 1602 (meat products). Pre-classification ruling is recommended in advance.
Customs Clearance Process (Handled by Our Bulgarian Customs Brokers)
Importer Registration: Ensure the importer is registered with the Bulgarian Food Safety Agency (BFSA). We can arrange local customs representation on your behalf.
Document Pre-check: Verify consistency among ingredients, certificates and actual goods, taking about 1–2 days.
Electronic Declaration: Submitted via the Bulgarian Customs system, taking approximately 3–7 days.
Inspection & Tax Payment: Food products face a relatively high inspection rate, so buffer time is reserved. We pay duties and 20% VAT on your behalf.
Local Delivery: Truck distribution to Sofia, Plovdiv and other major cities.
Mandatory Labeling Requirements
Language: Bulgarian (we provide translation assistance).
Content: Product name, ingredient list including E-numbers for additives, allergens highlighted in bold, net content, shelf life, batch number and storage conditions.
Common Mistake: Avoid incorrect translation of “Sichuan peppercorn” as “pepper flower”; the correct term is “Sichuan Pepper”.
III. Packaging Requirements
Leak-proof design with triple-layer protection
Container temperatures can reach up to 70°C in summer, and beef tallow base begins to leak above 50°C. Packaging must meet the following standards:
Inner Layer (Vacuum Bag): Double-layer aluminum foil composite film with a thickness of at least 0.1mm. Immediately cold-press for 10 seconds after heat sealing to prevent expansion of beef tallow due to heat. An inversion test is required before shipment (half-filled with water and hung upside down for 24 hours).
Middle Layer (Absorption & Cushioning): The vacuum bag is further wrapped in an aluminum foil bag and then placed in a PP plastic box for triple-layer protection. Food-grade absorbent pads are placed inside the box. Gaps are filled with EPE pearl cotton, and temperature record cards are inserted at the four corners of the carton.
Outer Layer (Corrugated Carton): Type B corrugated board with compressive strength of at least 800 lbs. Sealed with six strips in an I-shape and equipped with plastic corner protectors. Air holes are punched on the sides to prevent bag expansion. The outer carton is marked with “Keep Cool” and “Dry Food” labels.
Pallet: Wooden pallets must bear the IPPC fumigation mark (ISPM 15), secured with stretch film. The recommended weight per pallet is no more than 1000kg.
IV. Important Notes
Avoid six major risk points
Restricted Ingredients: Products containing EU-banned additives such as certain artificial sweeteners are strictly prohibited. Meat-containing products require additional approval; vegan or beef tallow-based formulas are more advisable.
Aflatoxin Limit: The EU requires a maximum limit of 4μg/kg, three times stricter than domestic standards. Raw materials such as chili peppers and Sichuan peppercorns must be tested in advance.
Pesticide Residues: Chili raw materials must be tested for residues including chlorpyrifos, which has previously led to the detention of Chinese chili shipments.
Temperature Control: In summer, a refrigerated container set at 15–25°C is recommended. Alternatively, phase-change ice packs can be placed in standard containers with fluorescent “Keep Cool” markings on cartons.
Document Consistency: Ingredients and quantities on the commercial invoice, packing list, ingredient report and labels must be fully consistent. Inconsistencies are the main cause of customs clearance delays.
Peak Seasons & Weather: Prepare goods 30 days in advance for the Christmas peak season from October to December. Severe weather in the Black Sea during winter may cause delays of 5–10 days.
