In 2026, with the end of the EU tariff exemption policy and the comprehensive upgrade of the Spanish customs clearance system, the rules for exporting to Spain have undergone fundamental changes. Starting from July 1, 2026, the European Union has officially abolished the import tariff exemption policy for goods with a value not exceeding 150 euros. Low value packages sent from non EU countries to Spain will be subject to a fixed tariff of 3 euros per product category, with a transition period until July 1, 2028. At the same time, Spanish customs have tightened the requirements for EPR registration and SOIVRE pre declaration of textiles.

1. One fixed price package: ocean freight+domestic trailer customs clearance+Spanish import customs clearance+8% -12% import tariff+21% value-added tax (IVA)+final delivery. The HS codes for clothing and textiles are classified under Chapter 61 (Knitted) and Chapter 62 (Woven), with a most favored nation tariff rate of 12% for clothing.
2. Key points of Spanish clothing and textile taxes and fees:
-Import tariffs: Implement the EU unified common external tariff, and the most favored nation tariff rate for clothing and textiles is 8% -12%, calculated based on the CIF value (value of goods+freight+insurance).
-Value added tax (IVA): The standard VAT rate in Spain is 21%, calculated as (CIF price+customs duty) x 21%. Holding a Spanish VAT number can apply for deferred import value-added tax. If the tax is not actually paid during customs clearance, it will be deducted quarterly.
-Starting from July 1, 2026, the European Union will cancel the 150 euro tariff exemption, and low value packages sent from non EU countries to Spain will be subject to a fixed tariff of 3 euros per product category. Multiple items in the same category will be charged as one category (3 euros), while different categories will be taxed separately. Transition period until July 1, 2028.
>Cost reminder: The comprehensive tax and fee for Spanish clothing and textiles is about 33% (tariff 12%+VAT 21%). Taking CIF value of € 10000 as an example: customs duty of € 1200, VAT calculated as (€ 10000+€ 1200) x 21%=€ 2352, total tax of € 3552.
2、 Core requirements for sea freight customs clearance of clothing and textiles from Shenzhen to Spain
1. EORI number - customs clearance admission ticket (one cannot be missing)
Spanish importers must hold a valid EORI number (format "ES"+NIF/CIF tax number), which can be applied for through the Spanish tax bureau and usually takes 3-5 working days for approval. The declared value of ≥ 22 euros must provide the recipient's EORI code in the invoice. Without a number, the goods will be detained for 3-7 days and face fines of up to € 10000.
2. Core customs clearance document list:
-Commercial invoice: must be filled out in Spanish or English, indicating HS code (Chapters 61-62), CIF value, complete product description (excluding vague words such as "clothing batch"), brand, trade terms, and country of origin ("Made in China"). Fuzzy declaration will be directly rejected.
-Packing list: detailing the gross/net weight, volume, packaging type, and markings of each box. The information of invoices, packing lists, and bills of lading must be strictly consistent.
-Original bill of lading: transportation certificate.
-Certificate of Origin: CO or FORM A/EUR. 1.
-Brand authorization letter: Brand clothing must be prepared.
-SOIVRE pre-approval document: Starting from 2026, commercial invoices, packing lists, and technical specifications must be uploaded in advance.
2026 Spanish customs clearance system upgrade: Starting from 2026, Spanish customs will fully implement the ENS pre declaration system, and all sea freight must submit ENS data 24 hours before loading, otherwise it will trigger a € 200/ticket demurrage fee. Our company can handle ENS and SOIVRE pre declaration throughout the process.
3、 Compliance of Shenzhen to Spanish branded clothing and textile sea freight labels - Spanish is a mandatory requirement (top priority)
1. According to the EU Textile Labeling Regulation (EU 1007/2011) and the Spanish Royal Decree 928/1987:
-Language: Labels must be in at least Spanish, using only English is not compliant.
-Content: The fiber type and percentage (such as "100% algod ó n"), manufacturer name and registered office address, and country of origin ("Hecho en China") must be indicated.
-Form: The label must be made of durable textile material, permanently sewn onto the product, firmly attached, clear and easy to read.
-Violation consequences: Non compliant labels will result in customs clearance obstruction or product delisting.
4、 Shipping packaging requirements for clothing and textiles from Shenzhen to Spain: triple protection
Brand clothing is a high-value commodity that requires a shipping journey of 30-45 days by sea. The packaging must be shockproof, moisture-proof, and pressure resistant.
Triple protection method: Each piece of clothing should be wrapped in a dust-proof bag and folded neatly (inner layer) → the cardboard box should be filled with sufficient cushioning material (middle layer) → five layers of double anti corrugated cardboard box, sealed with a "H" letter, and tape ≥ 5cm (outer layer). The outer box is labeled with "Fragile", "Upward", and "Keep Dry" in Chinese, English, and Spanish. Wooden packaging must have an IPPC fumigation label. Single box ≤ 25kg; desiccant should be placed inside the box to prevent moisture.
