2、 Core requirements for customs clearance
EORI number - customs clearance admission ticket (one cannot be missing)
Portuguese importers must hold a valid EORI number (format "PT"+nine digits). Registering a company in Portugal usually does not require a separate application - EORI comes directly from NIF (National Tax Identification Number) and is automatically generated during the first customs transaction. Non EU companies must apply through the Portal das Finan ç as of the General Administration of Taxation and Customs (AT). Without EORI number, Portuguese customs will refuse to process the declaration documents and the goods will be immediately detained.
Core customs clearance document list - the information of the three must be strictly consistent:
-Commercial invoice: must indicate HS code (Chapters 61-62), CIF value, complete product description (general terms such as "clothing batch" are prohibited), brand, trade terms, and country of origin ("Made in China").
-Packing list: detailing the gross/net weight, volume, packaging type, and markings of each box. The information on the packing list, invoice, and bill of lading must be strictly consistent.
-Original bill of lading: transportation certificate.
-Certificate of Origin: CO or EUR. 1 certificate (enjoying preferential tariff treatment under the Generalized System of Preferences).
-Brand authorization letter: Brand clothing must be prepared.
3、 Label compliance - Portuguese is a mandatory requirement (easily overlooked)
1. According to the EU Textile Labeling Regulation (EU 1007/2011), the requirements for the Portuguese market are very clear:
-Language: The label information must use Portuguese to indicate the fiber composition. Using only English is not compliant.
-Content: Fiber composition (regulatory name+weight percentage, arranged in descending order of content from high to low); Country of origin ("Made in China"); If there are non-woven animal parts (leather, fur), they must be labeled as "Cont é m parts n ã o t ê xteis de origem animal".
-Form: The label must be firmly attached to the product (sewn or card label), clear and easy to read.
>Special reminder: The Portuguese Agency for Food and Economic Safety (ASAE) is responsible for label compliance checks. Non compliant labels will result in customs clearance obstruction or product delisting.
4、 Shipping packaging requirements for clothing and textiles from Shenzhen to Portugal: triple protection
Brand clothing is a high-value commodity that requires a shipping journey of 30-45 days by sea. The packaging must be shockproof, moisture-proof, and pressure resistant.
Triple protection method: Each piece of clothing should be wrapped in a dust-proof bag and folded neatly (inner layer) → the cardboard box should be filled with sufficient cushioning material (middle layer) → five layers of double anti corrugated cardboard box, sealed with a "H" letter, and tape ≥ 5cm (outer layer). The outer box is labeled with "Fragile", "Upward", and "Keep Dry" in Chinese, English, and Portuguese. Wooden packaging must have an IPPC fumigation label. Single box ≤ 25kg; desiccant should be placed inside the box to prevent moisture.
