The Port of Constanta in Romania is the largest port along the Black Sea coast and a strategic gateway for Chinese goods to enter the Balkan and Central Eastern European markets. However, the export of branded clothing and textiles to Romania is facing multiple policy overlaps: the cancellation of EU tariff exemptions, the introduction of local logistics taxes in Romania, and the increase in value-added tax. These three new policies are being implemented simultaneously. Branding, compliance, and formal customs clearance have become the only options. Andaxun International Logistics has been deeply involved in the export of clothing and textiles from Guangzhou, Shenzhen, and Dongguan for many years. We provide full container load/less than container load (FCL), double clearance and tax inclusive, and door-to-door one-stop services to help you go global in compliance.

2. Core points of taxes and fees for clothing and textiles in Romania:
-Import tariffs: Clothing and textiles (HS Chapters 61-63) have a most favored nation tariff of approximately 8% -12%, calculated based on CIF value. Knitted fabrics account for about 12%, while woven fabrics account for about 8% -12%.
-Value added tax (TVA): Starting from August 1, 2025, the standard tax rate will be raised from 19% to 21%, calculated at (CIF price+tariff) x 21%.
-VAT deferral: Holders of Romanian VAT numbers can apply for deferral, but the payment is not made during customs clearance. Regular VAT declaration deductions are required.
-Starting from January 1, 2026, Romania will impose a local logistics tax of 25 lei (approximately 5 euros) on low value packages imported from non EU countries.

2、 Core points of customs clearance for shipping clothing and textiles from Shenzhen to Romania
Level 1: EORI Number - Customs Clearance Admission Ticket
Romania is a member state of the European Union, and all businesses must hold a valid EORI number for customs clearance in Romania. If the declared value is 22 euros or more, the recipient's EORI code must be provided in the invoice. Without a number, customs clearance is not possible.
Second level: Invoices must include a Romanian language version (mandatory from November 1, 2025)
Starting from November 1, 2025, customs clearance invoices for goods sent to Romania must include a Romanian language version. The product description must be specific and clear (such as "c ă ma șă din bumba c pentaru b ă rba ț i - Men's cotton shirt"), indicating the material, purpose, at least 6 HS codes, recipient EORI number (company) or personal identification information, and country of origin ("Made in China"). Invoices without Romanian language versions will be returned, causing delays in customs clearance.
Level 3: Textiles only accept company deliveries (unique to Romania)
Romanian customs regulations: Textiles only accept recipients who are companies. Textile goods received by individuals will not be able to clear customs. Exporters must confirm that the Romanian recipient is the company entity when negotiating orders.
Fourth level: Core customs clearance documents
-Commercial invoice (including Romanian version): must indicate HS code, CIF value, complete product description, brand, trade terms, and country of origin
-Packing list: detailing the gross/net weight, volume, packaging type, and marking of each box
-Original bill of lading: transportation certificate
-Certificate of Origin: CO or Form A/EUR. 1
-Brand Authorization Letter: Brand clothing must be prepared
3、 Shenzhen to Romania brand clothing and textile shipping label compliance - Romanian language is a mandatory requirement( ⚠️)
According to Romanian law, textile products sold or provided within Romania must be labeled and marked in Romanian language. The label must include: product name, manufacturer/importer information, country of origin ("Made in China"), fiber composition (names and weight percentages of all fibers), and care instructions. Using only English will be deemed non compliant, resulting in customs clearance obstruction or product delisting.
4、 Shipping packaging requirements for clothing and textiles from Shenzhen to Romania: triple protection
Brand clothing is a high-value commodity that requires a sea voyage of 35-50 days. The packaging must be shockproof, moisture-proof, and pressure resistant.
Triple protection method: Each piece of clothing should be wrapped in a dust-proof bag and folded neatly (inner layer) → the cardboard box should be filled with sufficient cushioning material (middle layer) → five layers of double anti corrugated cardboard box, sealed with a "H" letter, and tape ≥ 5cm (outer layer). The outer box is labeled with "Fragile", "Upward", and "Keep Dry" in Chinese, English, and Romanian. Wooden packaging must have an IPPC fumigation label. Single box ≤ 25kg; desiccant is placed inside the box to prevent moisture; The model number, size, color, and quantity correspond exactly to the invoice.
