Description:

Andasun specializes in sea freight for cosmetics from Guangzhou, Shenzhen and Dongguan to Ireland! Flexible shipment via Full Container Load (FCL) and Less Than Container Load (LCL), covering perfumes, lotions, creams and other cosmetics (including Class 3 / Class 9 Dangerous Goods).

We assist with Dangerous Goods Packaging Certificates and MSDS, strictly complying with UN packaging standards. Double customs clearance and tax-inclusive delivery directly to Dublin and Cork Ports, with door-to-door distribution across Ireland.

Quotations are provided on a case-by-case basis, with a transit time of 35–50 days. Ireland’s VAT rate is 23%, which we fully pay on your behalf, helping you easily explore the market of the Emerald Isle.

Ireland, the Emerald Isle, lies on the western edge of Europe. Dublin Port and Cork Port handle over 90% of the country’s international trade cargo, making them an ideal gateway for cosmetics brands to access Western European and North American markets.

However, cosmetics cover a wide range of categories: alcohol-based perfumes fall under Class 3 Flammable Liquids (UN 1266), and some skincare products containing essential oils or specific chemical ingredients may be classified as Class 9 Miscellaneous Dangerous Goods (UN 3082).

Their sea freight export faces multiple challenges, including difficult booking, strict inspections, high packaging requirements and complicated customs clearance. A single mistake can lead to delivery delays, cargo seizure or even heavy fines.

With over ten years of expertise in dangerous goods transportation, Andasun International Logistics leverages the port advantages of the Pearl River Delta core cities – Guangzhou, Dongguan and Shenzhen – to build an efficient sea freight channel for cosmetics directly from China to Ireland.

We offer flexible options of FCL and LCL, providing one-stop full-chain services including booking, customs declaration, ocean shipping, double customs clearance with tax included, and door-to-door delivery, ensuring your cosmetics reach smoothly to Dublin and Cork.

I. Sea Freight Rates & Transit Time from Shenzhen to Ireland

Case-by-Case Quotation, Flexible & ReliableWe understand that each client’s cargo details vary – shipment volume, dimensions, packaging type and delivery time requirements all affect the final transport cost.

Therefore, instead of fixed pricing, Andasun adopts a personalized case-by-case quotation model to tailor the most cost-effective shipping solution for you.

1. Price Advantages

  • Tailored Solutions: Based on your actual volume (FCL / LCL), cosmetics category and ingredient content, we match the most suitable shipping lines and routes to deliver optimal cost performance.

  • Contract Carrier Resources: We maintain long-term strategic cooperation with major carriers including COSCO, MSC, MSK, EMC and ONE, with priority access to dangerous goods space and preferential contract rates passed directly to clients.

  • Transparent No Hidden Fees: Quotations include ocean freight, port charges, documentation fees, dangerous goods surcharges, destination customs clearance and delivery fees, with all costs clearly itemized.

  • Double Clearance & Tax-Inclusive Benefit: We handle full customs clearance, duty payment and delivery on your behalf. Clients are exempt from complex Irish tax declarations.

2. Reference Transit Time

(Yantian Port / Nansha Port / Dongguan Port → Dublin / Cork → All Ireland)FCL sea freight takes 25–35 days with stable schedules on direct routes from Shenzhen to Dublin. LCL sea freight takes 30–45 days, including origin consolidation and destination devanning time. Full door-to-door service takes 35–50 days, covering 3–5 working days for customs clearance and 1–3 days for local delivery in Ireland.

Note: Sea freight transit time may be affected by force majeure such as weather, carrier scheduling and port congestion. Actual timing shall prevail.

Irish Tax Policy Notice

As an EU member state, Ireland applies a standard VAT rate of 23%, with reduced rates of 0% or 13.5% for certain special goods, calculated on the CIF value. Customs duty rates, determined by HS code, generally range from 0% to 17%. Duty is exempt for imports with FOB value ≤ €150 or total duty ≤ €10; VAT is exempt for FOB value ≤ €22. Andasun’s double clearance and tax-inclusive service helps you plan taxes in advance.

II. Customs Clearance Documents & EU Compliance Certification

Professional Guidance, Worry-Free Full ProcessFull and compliant documentation is mandatory for cosmetics export to Ireland. Irish Customs imposes extremely strict inspections on imported goods; missing or non-standard documents are the leading cause of delays. Andasun’s professional operation team oversees the entire process for you.

1. Required Dangerous Goods Documents for Booking (per IMDG Code)

Under the International Maritime Dangerous Goods (IMDG) Code, the following documents are compulsory for transporting cosmetics classified as dangerous goods (e.g., alcohol-based products):

  • MSDS (Material Safety Data Sheet): Bilingual (Chinese/English), clearly stating UN number (UN 1266 for alcohol-based perfumes), flash point and packing group. Only MSDS issued by professional institutions is accepted by carriers.

  • Dangerous Goods Transport Condition Appraisal Report: Certifying compliance with dangerous goods transport requirements.

  • Certificate for the Use of Packaging of Dangerous Goods for Export (Dangerous Goods Packaging Certificate): Verifying packaging meets international maritime dangerous goods regulations.

  • DG FORM (Dangerous Goods Declaration): Required for declaring dangerous goods to the maritime authority.

  • Container Loading Certificate: Confirming loading complies with dangerous goods transport standards.

Dangerous goods bookings require at least 10 days in advance.

2. General Export Customs Declaration Documents

  • Commercial Invoice: Detailed description of goods, quantity, unit price and total value.

  • Packing List: Specifying package count, weight, dimensions and shipping marks.

  • Sales Contract & Declaration Elements.

  • HS Code: Accurate classification by cosmetics type (e.g., perfumes 3303.00, skincare products 3304.00).

  • Certificate of Origin (FORM A or CO): Essential for exports to Ireland.

3. Destination Double Customs Clearance Process

We cooperate with experienced customs brokers in Ireland to handle full clearance.First, we verify the importer holds a valid EU EORI number, which should be confirmed 2–3 weeks in advance.

Then we conduct a one-day pre-check of invoice, packing list, MSDS, Certificate of Origin and other supporting papers. Electronic customs declaration is filed via the Irish Customs system within 2–5 working days.

Cosmetics are high-risk goods with frequent inspections, so buffer time should be reserved. We pay applicable duties and 23% VAT in real time, followed by local delivery via DPD, UPS or GLS across Ireland within 1–3 working days.

EU Cosmetics Compliance (Important!)

Cosmetics imported into Ireland must comply with the strict requirements of EU Cosmetics Regulation (EC) No 1223/2009:

  • EU Responsible Person (RP): Non-EU companies must appoint an EU-based RP responsible for product compliance and market supervision, a mandatory legal obligation. The RP’s address must appear on product packaging.

  • CPNP Notification: All cosmetics must be registered in the CPNP system before being marketed in the EU, submitted by the RP as a mandatory pre-market requirement.

  • CPSR Safety Report: A qualified toxicologist must complete a Cosmetic Product Safety Report, including product safety assessment, a prerequisite for CPNP registration.

  • Product Information File (PIF): The RP must retain PIF for at least 10 years, including CPSR, product description and GMP compliance statement.

  • Labeling Requirements: Labels must comply with EU regulations, including RP’s EU address, INCI ingredient list, net content and shelf life.

Special Note from HPRA: Ireland’s regulatory body is the Health Products Regulatory Authority (HPRA). While HPRA does not issue market authorizations, it supervises compliance. The RP must ensure products meet cosmetics regulations and complete all compliance preparations before launch.

III. Packaging Requirements for Cosmetics Sea Freight to Ireland

Four-Layer Protection, Strict Standard ComplianceImproper cosmetics packaging may cause leakage, contamination or safety incidents. Per IMDG Code, dangerous goods cosmetics must follow international packaging standards. Our core four-layer packaging method:

Layer 1: Sealed Inner Packaging

  • Securely cap each cosmetic bottle/jar, wrapped tightly with anti-static bubble film or foam.

  • Recommended single-bottle capacity ≤ 500ml for alcohol-based products. Perfumes are classified by alcohol content: 24%–70% as Class 3 PG III, over 70% as Class 3 PG II with stricter packaging rules.

  • Small-volume packages (≤50ml per bottle) may use Limited Quantity (LQ) transport to reduce costs.

Layer 2: Leak-Proof Bagging

  • Place wrapped bottles/jars into leak-proof plastic bags (double-zip bags recommended).

  • Prevents liquid spillage and cross-contamination in case of accidental breakage.

Layer 3: Absorption & Cushioning

  • Place sufficient absorbent materials (vermiculite, absorbent pads, diatomite) in each inner box.

  • Fill voids with air pillows or foam to prevent shifting and collision during transit.

Layer 4: UN-Certified Outer Carton & Labeling

  • Outer Carton: UN-standard packaging required, with UN marking (e.g., 4G/Y...) printed externally, fully consistent with Dangerous Goods Packaging Certificate.

  • Sealing: “H” type sealing for structural strength.

  • Dangerous Goods Labels: Class 3 Flammable Liquids diamond label (red flame symbol) affixed to alcohol-based cosmetics, clearly marked with UN 1266.

  • Handling Labels: “This Side Up”, “Protect from Sunlight”, “Fragile” and other handling instructions.

Pallet Requirements (if palletized)

  • International-standard pallets; wooden pallets must bear IPPC fumigation mark or ISPM 15 certification.

  • Neat stacking without overhanging pallet edges, secured with non-slip mats.

  • Recommended weight per pallet ≤ 1000KG.

IV. Key Notes for Cosmetics Sea Freight to Ireland

Risk Mitigation, Safe Shipment

  1. Dangerous Goods Declaration & Booking

    • No misdeclaration: Alcohol-based cosmetics must be truthfully declared as dangerous goods; misdeclaration risks seizure and heavy fines. Carriers may impose fines of US$10,000–30,000 for misdeclared dangerous goods.

    • Advance booking: Dangerous goods space is limited – book 10 days in advance, with 3–5 working days for review and confirmation.

    • DG cutoff: Complete dangerous goods declaration before cutoff deadline to avoid rollover.

  2. Cosmetic Ingredients & Alcohol Content

    • Products with alcohol content over 24% (e.g., perfumes, toilet water) must be handled as dangerous goods, generally limited to below 70%; higher concentrations require special declaration.

    • High-concentration products need complete MSDS and ingredient list.

    • No EU-prohibited substances in cosmetics.

    • First-time exported cosmetics must provide production and hygiene licenses, safety evaluation data and ingredient lists for inspection and quarantine registration.

  3. EU Compliance Timeline

    • EU Responsible Person must be appointed before market launch, not last-minute.

    • CPNP registration must be completed before market launch, submitted by the RP.

    • CPSR preparation typically takes 4–6 weeks; start process 2–3 months in advance.

  4. Irish Customs Special Tips

    • Commercial Invoice: Declare true value; false declaration incurs fines. The Irish Customs Office is the main authority for import and export inspections.

    • Inspection Rate: Cosmetics are sensitive goods with high inspection rates; reserve 3–5 working days buffer.

    • Demurrage Fees: Clear goods promptly upon arrival to avoid storage charges.

    • Humid Climate: Ireland is rainy and humid year-round; outer cartons are recommended to be covered with waterproof film to prevent moisture damage.

    • Wooden Packaging: Must comply with ISPM 15 standards, otherwise demurrage fees of around €380 per container may apply.

  5. Peak Seasons & Transit Time

    • Logistics peak: October–December (Christmas season); arrange cargo 30 days in advance.

    • Winter Weather: Severe North Atlantic weather may delay schedules by 5–10 days.

    • Summer High Temperatures: May affect alcohol-based product safety; avoid extreme heat handling.

  6. Document Consistency

    • Commercial Invoice must match Bill of Lading and actual goods.

    • Ingredient details on labels, invoice, packing list and declarations must be fully consistent.

    • Transport insurance recommended for cargo protection.
