1. Required Documents for Booking (per IMDG Code)

For alcoholic perfumes (UN 1266), trilingual MSDS (French/German/English), Dangerous Goods Packaging Certificate and Dangerous Goods Declaration Form are required. Goods with flash point ≤ 60°C must be declared as Class 3 Dangerous Goods. 


For liquid or cream cosmetics, MSDS, ingredient list (French/German) and Non-Dangerous Goods Appraisal Report are needed; limited quantity shipment exemption applies for single bottle ≤ 500ml. For powder cosmetics, MSDS, ingredient analysis sheet and anti-static certificate are required; vacuum packaging is recommended for fine powder above 100 mesh.



Key Documents Explained

MSDS (Material Safety Data Sheet) must be provided in French, German or English, with UN number and packing group clearly stated in Section 14 “Transport Information”. Dangerous Goods Packaging Certificate certifies that packaging complies with international maritime dangerous goods regulations. 



CPNP Registration Number is mandatory; cosmetics must be registered in the CPNP system before sale in the EU, and unregistered products will be 100% detained. Non-EU companies must appoint a legal Responsible Person (RP) within the EU, who shall be responsible for product safety and label compliance.



2. Export Customs Declaration Documents

  • Commercial Invoice: clearly marked with FOB value and freight breakdown, with buyer/seller information, product name, quantity, unit price, total value and HS code in French or English.



  • Packing List: detailing gross weight, net weight, volume and quantity per package.

  • HS Codes: Perfumes 3303.00, Lipsticks 3304.10, Other Beauty Preparations 3304.99.



3. Mandatory EU Declarations

  • EORI Number: Importer must hold a valid EU EORI number, which serves as the identity document for goods entering EU customs.

  • ICS2 Declaration (EU Import Control System 2) shall be completed before cargo cutoff.

  • ENS Declaration (Entry Summary Declaration) must be finished 24 hours before departure.



4. Destination Dual Customs Clearance Process

III. Packaging Requirements: Classified Protection, Strict Standard Compliance

Improper packaging may cause leakage, contamination or safety hazards. Pursuant to the International Maritime Dangerous Goods (IMDG) Code, dangerous goods must use UN-certified packaging. Cosmetics require tailored packaging based on product form.



1. Liquid Cosmetics (Perfumes, Essences, Toners) – Four-Layer Packaging

  • Inner sealing: Each bottle tightly capped and fully wrapped with anti-static bubble film. Single bottle volume recommended ≤ 500ml, alcohol content generally below 70%.



  • Leak-proof bagging: Wrapped bottles placed in double-layer zip-top leak-proof plastic bags.

  • Absorption & cushioning: Sufficient absorbent materials (vermiculite, absorbent pads) inside cartons, gaps filled with air pillows.

  • UN carton & labeling: UN-standard outer cartons required, affixed with Class 3 Flammable Liquid labels (red flame symbol) and UN 1266 number.



2. Cream Cosmetics (Facial Creams, Eye Creams, Liquid Foundations)

  • Inner packaging with aluminum foil bags or sealed jars to prevent oxidation.



  • Wrapped with bubble film and shock-absorbent materials.

  • Gel packs and thermal liners added for temperature-sensitive items.



3. Powder Cosmetics (Loose Powders, Eyeshadows, Blushes)

  • Anti-static aluminum foil inner bags with heat-sealing strength ≥ 40N/15mm.



  • Vacuum filling + nitrogen replacement recommended for fine powder (above 100 mesh).

  • Outer corrugated cartons shall pass ISTA-3A testing (6 drops from 3 meters without leakage).



Limited Quantity Transport

For small-volume cosmetics (single bottle ≤ 500ml, low alcohol content), limited quantity exemption may apply:

  • Exemption from Dangerous Goods Packaging Certificate.



  • Only limited quantity diamond mark (min. 100mm×100mm) required on outer cartons.

  • Gross weight per package ≤ 30kg.

Packaging Labeling Requirements (EU Cosmetics Regulation EC No 1223/2009)

  • Ingredient list: Labeled in French/German, introduced by “Ingrédients:” using INCI names.



  • Shelf life: Mark production date and shelf life, or batch number and expiration date.

  • Responsible Person information: Name and address of the EU Responsible Person.

  • Country of origin: Clearly marked “Made in China”.



Packaging Taboos

  • Wooden pallets must bear IPPC fumigation marks, otherwise they may be destroyed.



  • Outer cartons are forbidden to use red warning signs, snowflake icons or other elements that may trigger inspections.

  • All dates must use DD/MM/YYYY format.



IV. Important Notes: Avoid Risks, Ensure Safe Shipment

  1. Cosmetic Compliance Certifications (Important!)CPNP Registration must be completed before shipment, taking about 15 days; unregistered goods will be 100% detained. Non-EU companies must appoint an EU Responsible Person, otherwise customs clearance will be impossible.


  2. Ingredient labeling in French/German must be detailed and accurate to 0.1%. EU requires INCI (International Nomenclature of Cosmetic Ingredients) on labels. “Free of animal-derived ingredients” is recommended on invoice to avoid inspection delays.



  3. Alcohol Content & Ingredient LimitsEU REACH requires alcohol content < 70%; special declaration applies for exceeding this limit. High-concentration products require complete MSDS and ingredient list. Some carriers ban cosmetics with alcohol content over 70%.



  4. Dangerous Goods Declaration & BookingNo concealment: Alcoholic cosmetics must be truthfully declared as dangerous goods; misdeclaration leads to detention and heavy fines. Advance booking: DG space is limited; book 7–10 days in advance, even earlier during peak seasons. Complete dangerous goods declaration before the cutoff deadline.



  5. Luxembourg Customs Special TipsInvoice value should be declared truthfully; under-declaration or false declaration may result in detention, fines or return. Declaration must be completed within the specified time after cargo arrival, otherwise demurrage charges will apply. Product labels must include French or German information.


  6. Cosmetics face a relatively high inspection rate; a buffer time of 3–5 working days is recommended. Luxembourg addresses must be accurate in English/French with correct postal codes.



  7. Peak Seasons & TimingEuropean logistics peak season is October–December (Black Friday & Christmas); cargo preparation 30 days in advance is recommended. Extreme high temperatures in summer may affect cosmetic quality; operations should avoid periods of extreme heat. Luxembourg public holidays (e.g. National Day on June 23) may delay customs clearance.
