For alcoholic perfumes (UN 1266), trilingual MSDS (French/German/English), Dangerous Goods Packaging Certificate and Dangerous Goods Declaration Form are required. Goods with flash point ≤ 60°C must be declared as Class 3 Dangerous Goods.
For liquid or cream cosmetics, MSDS, ingredient list (French/German) and Non-Dangerous Goods Appraisal Report are needed; limited quantity shipment exemption applies for single bottle ≤ 500ml. For powder cosmetics, MSDS, ingredient analysis sheet and anti-static certificate are required; vacuum packaging is recommended for fine powder above 100 mesh.
Key Documents Explained
MSDS (Material Safety Data Sheet) must be provided in French, German or English, with UN number and packing group clearly stated in Section 14 “Transport Information”. Dangerous Goods Packaging Certificate certifies that packaging complies with international maritime dangerous goods regulations.
CPNP Registration Number is mandatory; cosmetics must be registered in the CPNP system before sale in the EU, and unregistered products will be 100% detained. Non-EU companies must appoint a legal Responsible Person (RP) within the EU, who shall be responsible for product safety and label compliance.

3. Mandatory EU Declarations
EORI Number: Importer must hold a valid EU EORI number, which serves as the identity document for goods entering EU customs.
